We will seek to surpass the outstanding success of the first two, held in 1999 and 2006. The Interagency Conference on TBI, sponsored by a consortium of federal agencies and advocacy groups, brings together clinicians, researchers, consumers, and policy makers to share cutting-edge advances in TBI research and clinical care.

What’s new for 2011? For the first time, the Federal Interagency Conference brings together civilian and military agencies, including the Department of Defense and the Veterans Administration in addition to the National Institute of Disability and Rehabilitation Research, the National Institutes of Health, the Center for Disease Control and Prevention, and other leading federal players in research and clinical care for TBI.

Topic areas. The Third Federal Interagency Conference will feature outstanding speakers and symposia on a wide variety of topics within several broad themes:

Conference Overview:
This conference is intended to provide health care providers with information to better serve wounded warriors, from OIF/OEF with traumatic brain injury and other deployment-related concerns, who are experiencing sleep dysfunction which is affecting their recovery and prognosis. Upon completion of the program, participants caring for patients with significant medical and psychiatric problems will be able to discriminate between normative sleep dysregulation post-deployment and more severe dysregulation. It will enable providers to better assess sleep dysfunction and create more effective care plans and will offer practical interventions for treating providers to use with their patients.

Conference Mission: To promote Total Force Fitness as a joint strategic initiative and resilience cornerstone for achieving multi-dimensional wholeness and balance for servicemembers.

Conference Intent: The purpose of this conference is to increase leader awareness of Total Force Fitness while providing an opportunity for line leaders to engage in experiential workshop breakout sessions that will provide concrete information, practical training and tools that can be implemented in any operational environment.

Practical Application Training: Attendees will have the opportunity to engage in two breakout sessions that will deliver concrete information, practical training and tools that can be implemented in any operational environment. Breakout session topics include:

• Functional Resilience Tactics
• Total Family Fitness

Working Groups: Conference attendees will engage in working groups focused on various domains of Total Force Fitness. During these sessions participants will generate objectives and recommendations that will be employed post-conference to produce a Resiliency Training Recommendation. A formally tasked working group including Service representatives will compile and draft the Resiliency Training Recommendation

Description: This 1-day workshop is designed to educate psychiatry residents and other behavioral health providers about the cultural and clinical concerns of military service members so they can better assist our newest generation of warriors and in a variety of medical and community settings.

This training will:

• Discuss the military culture as well as the impact of deployment cycle stressors on service members and their families.
• Review common post-deployment clinical concerns such as depression, sleep problems, posttraumatic stress disorder (PTSD) and traumatic brain injury.
• Provide an introduction of two evidence-based treatments for PTSD: 1) Prolonged Exposure Therapy and 2) Cognitive Processing Therapy.

Conference Mission: Participants will learn about the most current research findings and best practices relevant to blast-induced traumatic brain injury (TBI) assessment, treatment and rehabilitation from the perspectives of the Departments of Defense and Veterans Affairs, and private sector.

Audience: Health care providers who treat patients who have experienced blast-induced TBI; attendees will include physicians, physician assistants, nurses, nurse practitioners, nurse educators, behavioral health specialists, neuropsychologists, first responders, social workers, case managers, speech and language pathologists, occupational and physical therapists and chaplains.

Purpose: This year's conference will focus on emerging polytrauma research and its impact on Servicemembers, Veterans, and their families to:

1. Discuss emerging research for traumatic brain injury, psychological health conditions, vision and eye injuries, hearing injuries, extremity injuries and amputations.
2. Present emerging treatments in support of polytrauma recovery and reintegration.
3. Inform practice regarding the needs of caregivers and families dealing with a polytrauma patient.
4. Address health, psychosocial, gender, cultural, geographic and other disparities that may impact diagnosis, care, treatment and recovery concerns around polytrauma.
5. Raise awareness for future development of treatments, practices, and policies.

Objectives:

1. Federal partners will promote research and evidence based practice around polytrauma through enhanced coordination and collaboration across agencies.
2. Researchers will update participants with the available research on polytrauma recovery and reintegration.
3. Participants and presenters will work together to identify areas for future research on polytrauma and its impact on Servicemembers, Veterans, their families, and caregivers.
4. Presenters will identify and present information on existing polytrauma programs.

Description: One of the missions of DCoE is to identify and facilitate evidence-based and emerging treatment, outreach, rehabilitation, and reintegration programs for Psychological Health and Traumatic Brain Injury. DCoE performs this mission in support of the nation's military communities, warriors and families. The DCoE pre-conference seminar will focus on practical applications and everyday use of the latest practice and programs. The PH portion of the seminar will describe various clinical and non-clinical models and resources available to providers to assist in the identification and initial treatment of psychological health conditions. Details: Defense Centers of Excellence for Psychological Health & Traumatic Brain Injury and the Department of Veterans Affairs present the 2010 DoD/VA Suicide Prevention Conference.

The purpose of the 2010 DoD/VA Suicide Prevention Conference is to:

• Increase the understanding, collaboration and a sense of community across services, disciplines and service delivery systems in order to foster collaborative efforts at every level to serve both active duty personnel and veterans;
• Offer an awareness of community-based tools, programs, best practices and support systems available to the DoD, VA and their families so that these may be shared at the local level; and
• Provide knowledge of DoD and VA resilience and suicide prevention initiatives, best practices, current research, and future directions related to suicide prevention in order to provide clinicians, researchers and all concerned with program elements, tools and ideas that may be implemented at their local facilities and sites to promote resilience.

4. TSD 2009 Case Scenario Review:
In order to create a common framework on which to base the wide variety of panel topics and discussions, we are requesting that all attendees review a case scenario. It will enable you to consider numerous Trauma Spectrum Disorder (TSD) issues within the context of a fictitious military family dealing with deployment and post-deployment situations and stressors. Post-case questions are available for you to thoughtfully provide ideas and recommendations. Consider the available community resources and your current professional network in proposing services and treatment for the family members. You will have an opportunity to review the case at the conclusion of the conference. We encourage you to post your scenario review comments on the Message Board in order to stimulate discussions with other conference attendees.

5. VA Funded Research

Audience: Clinicians, researchers, and those whose interests relate to trauma spectrum disorders (TSD). No special prerequisites are required to attend this educational activity.

Details: This second annual collaborative scientific conference examining recent research on TSD will focus on the impact of military service on service members, veterans, families and caregivers across deployment, homecoming, and reintegration. Specifically, we will:

• assess the needs of families and caregivers in support of military and veterans with TSD;
• examine current evidence regarding the intersection of family functioning and reintegration; and
• review current research on effective approaches that facilitate treatment of trauma disorders and services to families and caregivers.

Particular attention will be given to research which also evaluates gender and health disparities impacts on these topics.

DCoE Director Brig. Gen. Loree K. Sutton presented "Reducing Mental Health Stigma: Real Warriors, Real Battles, Real Strength" during a recent webinar. The Tragedy Assistance Program (TAPS) hosted the webinar which reached an audience of over 350 professionals and leaders who interact with and provide services to warriors and their families.

Sutton discussed current mental health challenges faced by service members and their families, identified sources of mental health stigma, as well as programs and activities undertaken by the Department of Defense to reduce the perceived stigma associated with mental health problems and mental health care.

DCoE Director Brig. Gen. Loree K. Sutton presented “Invisible Wounds of War: DCoE’s Support for our Warriors and Families” to an audience of 300 service members, veterans and family members during Military Pathways’™ recent webcast.

During the presentation, Sutton discussed ways to maintain psychological health, the importance of resilience in maintaining psychological health, and the DoD's initiatives to fight stigma associated with seeking assistance for psychological health concerns. She also highlighted the Real Warriors Campaign, a multimedia public education initiative designed to combat stigma.

The 2009 Suicide Prevention Conference, "Building Community Connections; Suicide Prevention in the 21st Century," was held in San Antonio Texas. This conference was a joint effort, co-hosted by the DoD and the VA.

The Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury hosted the first annual "Warrior Resilience Conference: Partnership with the Line" in Fairfax, VA. This event spotlighted some of the premier experts from the academic, research, and operational realm to discuss the concept of Resilience and Resilience-based training as a mission readiness factor. The conference agenda included:

• A Real Warriors Panel consisting of courageous Warriors and Family members willing to share the physical and psychological effects of combat, their individual challenges to remain resilient, and their journey of recovery.
• Brigadier General Loree K. Sutton, Director of the DCoE, discussed the vital importance of Building a Culture of Resilience.
• Emmy Award-winning actor Paul Giamatti (John Adams, Cinderella Man, Sideways) and other noted actors performed scenes from Sophocles' AJAX and PHILOCTETES, the reading was followed by a panel discussion of Resilience.
