Value Engineering

Definition of Value Engineering---Value Engineering is an analysis of the functions of a program, project, system, product, item of equipment, building, facility, service, or supply performed by qualified contractor personnel, directed at improving performance, reliability, quality, safety, and life cycle costs.
 
Value Engineering Requirements for Portland District---Any project with a construction contract greater than $2,000,000.00 or supply contract greater than $1,000,000.00 is required to perform a Value Engineering Study. OMB circular No. A-131 requires Federal departments and agencies to use value engineering (VE) as a management tool - to reduce program and acquisition costs.
