Concrete & Dam Safety Section

The Portland District Concrete and Dam Safety Section staff consists of two civil engineers, one geologist and one engineering technician working together to manage and implement the District's Dam Safety Program. The Dam Safety Section's primary responsibility is the continuing monitoring and evaluation of the 20 Portland District dam projects, the Willamette Falls Locks, and the Mount St. Helens protective works to assure their continued safety and productivity for the Region. Additionally, the section also provides concrete and materials engineering support to the Districts other Design staff as well as to other COE offices, federal and state agencies, and private consultants.

What We Do

Our responsibilities include the following:

  • Manage and provide oversight of the Dam Safety Program as the Dam Safety Officer's Representative.
  • Perform formal periodic inspections of locks and dams.
  • Perform emergency inspections and provide projects with technical assistance and recommendations related to remedial measures and operational controls.
  • Coordinate dam safety studies and evaluations, and provide recommendations to District and Project Managers.
  • Insure non-routine studies such as seismic evaluation and spillway capacity are performed to determine project compliance with current design criteria.
  • Program, schedule and monitor to insure remedial actions are completed.
  • Collect and evaluate instrumentation data for ongoing monitoring.
  • Maintain Emergency Action and Notification Plans for all the District dams.
  • Provide technical support to the State and other agencies as requested to inspect and evaluate dams.
  • Provide assistance, consultation and direction in the use and application of construction materials and specialty concretes.

Experience and Expertise

The section provides a broad range of experience and knowledge of dam safety issues, remedial repair techniques, instrumentation evaluation and interpretation, inspection and materials engineering. The section has enjoyed a long and successful history of working with other District and Project offices and has established themselves as a resource for guidance and technical assistance with issues related to dam safety and materials engineering.
