Definition

Site Assessment (SA) covers the time period from when the site is first identified and information is collected to make decisions on what future studies or actions need to be taken, up to, and including the point when the Hazard Ranking Score (HRS) package is submitted.  Information generated during this period that is pre-decisional is protected from release under the Freedom of Information Act (FOIA).  When the site is closed (NFRAP - No Further Remedial Action Planned or SEA - Site Evaluation Accomplished) or ranked on the National Priorities List (NPL), the decisions have been made and all information is then releasable.

92.01 Preliminary Assessment Score  or "Prescore" (Non-Releasable)
At the time the preliminary assessment is conducted a Preliminary Assessment Score or Prescore is figured.  This is a short version of the HRS score sheet that quickly identifies if there seems to be a hazard that would rank on the NPL list.  This Prescore is pre-decisional and therefore not releasable to the public.  When a site is either closed (NFRAP or SEA) or the site is proposed for ranking, the Prescore is declassified and becomes releasable.

92.02 Hazard Ranking System Package (HRS, Non-Releasable)
;Based on information obtained from the site inspections, EPA uses a system designed to rank the hazards associated with the site and compare it to the risks posed by other sites throughout the nation.  Scores at or above a given threshhold are placed on the NPL.  The HRS package consists of the HRS score, attachments to support the score, and public comments.  The HRS package is pre-decisional until the site is proposed for ranking or the site is closed by NFRAP or SEA.  At that point, the HRS package is declassified and is releasable to the public under FOIA.  The declassified HRS package is refiled into the SA file.

92.03 General Correspondence  
Any correspondence including letters, memoranda, notes, and record of communications generated or received by the EPA.

92.99 Other
