Fort Belvoir Mark Center
Project Description
The 2005 Base Realignment and Closure Commission’s Recommendation # 133 (BRAC 133) requires the relocation of nearly 19,000 military and civilian employees to Fort Belvoir, including a requirement to relocate the Washington Headquarters Service and other miscellaneous Department of Defense (DoD) activities from leased space in the Washington DC Metro area. During the environmental impact analysis for Fort Belvoir BRAC 2005, it was determined to be infeasible to station all 19,000 personnel at Fort Belvoir main post or the Belvoir North Area. Subsequent analysis determined that the 6,400 BRAC 133 employees would be located at a new facility at the Mark Center, an established mixed-use business park in Alexandria, VA. The new complex will consist of two multi-story office towers (a 15-story building and a 17-story building), two parking garages, a public Transportation Center serving Mark Center and the surrounding community, and ancillary support facilities.
The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD) has been asked by the Department of the Army (Army), the Virginia Department of Transportation (VDOT), and the City of Alexandria, Virginia to deliver a project to implement short and mid-term roadway improvements at four key intersections near the Fort Belvoir Mark Center, including modifications to the Interstate 395 ramps at Seminary Road. These improvements are necessary to improve traffic operations on the local road network surrounding the Mark Center. The Mark Center (BRAC 133) Short & Mid-term Improvements are described as follows:
All funding required for the short and mid-term project will be provided from the Defense Access Roads (DAR) Program. This will include planning, preliminary engineering, preparation of the environmental documentation, permits and other clearances, acquisition of right-of-way, relocation of utilities, and construction and contract administration.
In addition to the short and mid-term improvements described above, a long term solution has also been identified. VDOT is working with the FHWA Virginia Division Office on the National Environmental Policy Act (NEPA) documentation. It is anticipated that VDOT will deliver the long term project.
Project Timeline
The Preliminary schedule calls for completion of the NEPA document by the Fall of 2011, with award of a design build contract in Spring 2012. The start of construction is anticipated to occur in Summer 2012, with construction of all short and mid-term improvements scheduled to be completed by the end of 2013.
Environmental Coordination
It is anticipated that the project will meet the criteria for a Categorical Exclusion (CE).

Memorandum of Agreements
A Memorandum of Agreement (MOA) will be completed to establish the roles, responsibilities, funding, and procedures by which the Army, VDOT, the City of Alexandria, Virginia, and the FHWA-EFLHD will jointly participate in the environmental planning, design, and construction of this Project.
