CVE’s plan, as outlined below, supports the Department’s 2006-2011 Strategic Plan goals and objectives:

  • VA Goal #1: Restore the capability of disabled veterans to the greatest extent possible and improve the quality of their lives and that of their families.
    • VA Obj 1.1: Maximize the physical, mental and social functioning of disabled veterans including special populations of veterans by assessing their needs and coordinating the delivery of health care, benefits and services.

CVE Objective 1.1:

Utilize the VetBiz.gov web portal to streamline veterans’ access to business development information and coordinate outreach efforts with VBA’s Vocational Rehabilitation and Employment; VHA’s Office of Seamless Transition; the Center for Minority Veterans; Center for Women Veterans; the Center for Faith-based and Community Initiatives and with VA’s Office of Public Affairs.

    • VA Obj 1.2: Improve the quality of life and economic status of service-disabled veterans and recognize their contributions and sacrifices made in defense of the Nation.

CVE Objective 1.2:

As stipulated in Public Law 106-50 and Executive Order 13360, support Federal agencies in their utilization of service-disabled veteran and the veteran-owned small businesses by monitoring the growth of the populations through annual revenues, employees and total discrete business entities, as well as by measuring agency performance through percentage of total prime contract dollars and percentage of total subcontracted dollars to these business groups.

    • VA Obj 1.3: Enable service-disabled veterans to become employable, and obtain and maintain suitable employment

CVE Objective 1.3:

Coordinate business development and employment assistance with VBA’s Vocational Rehabilitation and Employment program to expand the number of self-employed service-disabled veterans;

  • VA Goal #2: Ensure a smooth transition for veterans from active military service to civilian life.
    • VA Obj 2.1: Ease the reentry of new veterans into civilian life by increasing awareness of, access to, and use of benefits and services during transition

CVE Objective 2.1:

Coordinate awareness programs with the National Guard and Reserves; ensure each Transition Assistance Program Office utilizes CVE’s Operation Business Ownership DVD in briefings for transitioning personnel.

    • VA Obj 2.2: Assist veterans in readjusting to civilian life by enhancing their ability to achieve educational and career goals

CVE Objective 2.2:

Coordinate with VBA’s Education Service to ensure veterans are aware that payment for select business development courses is covered by their GI Bill benefits and maintain information in the Montgomery GI Bill pocket guide.

  • VA Goal #4: Contribute to the public health, socioeconomic well-being and history of the Nation.
    • VA Obj 4.4: Enhance the socioeconomic well being of the nation through veterans’ benefits and business assistance programs.

CVE Objective 4.4:

Assist agencies in meeting or exceeding their statutory procurement goals for contracting or subcontracting with veterans and service-disabled veterans by providing free market research support; maintaining the VetBiz Vendor Information Pages database and conducting awareness programs.

  • VA Enabling Goal: Create an environment that fosters the delivery of One-VA world class service to veterans and their families through effective communication and management of people, technology, business processes and financial resources.
    • VA Obj E-1: Improve communications with veterans, employees and stakeholders to share the Department’s mission, goals, and results and to increase awareness of benefits and services for veterans and their families.

CVE Objective E-1:

Utilize the VetBiz Vendor Information Pages database and the VetBiz.gov web portal to disseminate information to owners and to the public about changes in the veterans’ business program or upcoming procurement opportunities.

    • VA Obj E-2: Recruit, develop and retain a competent, committed and diverse workforce that provides high quality service to veterans and their families.

CVE Objective E-2:

Utilize VA’s diverse hiring authorities to recruit outstanding talent for the Center with an emphasis on veterans first, then, ensure that CVE staff are credentialed by recognized institutions to perform business coaching and other functions.

    • VA Obj E-3: Implement a One-VA information technology framework that supports the integration of information across business lines and provides a source of consistent, reliable, accurate and secure information to veterans and their families, employees and stakeholders.

CVE Objective E-3:

Integrate software applications with other VA activities and other organizations, such as the Integrated Acquisition Environment, Defense Logistics Agency and Joint Commission on Aging Aircraft project, in order to streamline access to the Federal and VA marketplaces, enhance reliability of data and accuracy of data within the systems.

    • VA Obj E-4: Improve the overall governance of VA and the management of its business processes.
      • Each Administration will develop its own Strategic Plan

CVE Objective E-4.a:

Publish CVE’s 2009-2013 Strategic Plan by 9/2008.

Status: CVE has retained the services of MSTI, a service-disabled veteran-owned small business to conduct interviews and draft our 2009-2013 Strategic Plan. This plan is expected to be available in the Summer of 2008.

      • VA will consult extensively with stakeholders and strategic partners

CVE Objective E-4.b:

Obtain feedback on CVE operations and performance using professionally conducted focus groups.

Status: CVE contracted for the first of its focus groups in 2005. We then revised our operations and measured satisfaction with our new performance through a series of 28 focus groups conducted in Fall 2006-Spring 2007. Selected stakeholders and strategic partners are being interviewed to provide ideas for our Strategic Plan for 2009-2011.

      • VA will improve data collection through effective exchange with the Bureau of the Census and other organizations.

CVE Objective E-4.c:

CVE will utilize research findings from SBA’s Office of Advocacy and the Economic Census to create or revise our products and services, as well as expanding our data integration activities with partner organizations in the Department of Defense and other Federal agencies.

      • VA will develop surveys of veterans.

CVE Objective E-4.d:

CVE will obtain approval from the Office of Management and Budget to develop formal, recurring feedback from veterans and others on CVE products and services.

      • VA will expand benchmarking, use of best practices and “communities of practice.”

CVE Objective E-4.e:

CVE will actively engage other agencies to collect best practices in EO 13360 Strategic Plans and benchmark performance metrics in prime and subcontracting performance.

      • VA will promote performance measures and assessments, including use of the Baldrige, Carey and balanced scorecard programs.

CVE Objective E-4.f:

CVE will create a balanced scorecard for key performance measures and submit an application for the Robert W. Carey award in before the organization’s 10 th anniversary (2/2011).
