U.S. military identification card holders in Germany (service members, family members and assigned civilians and some contractors) are allowed to register their personally-owned vehicles with the U.S. military. These vehicles are not subject to German taxes or vehicle registration.
The same people are eligible to obtain a United States Army Europe driver's license. With this license, ID card holders are authorized to drive a USAREUR-plated vehicle or other German-registered vehicles. They are also authorized to purchase a limited amount of gasoline or diesel fuel without paying taxes.
Most people with Stateside licenses can receive a USAREUR license after taking a written exam. Want to practice for the test? You can download the Windows program AutobahnReady.exe and install it on your computer. Download the file, which is a self-expanding compressed file, double-click on it to unzip the setup files to a temporary location, then run Setup.exe to install the program.
Vehicles brought from the U.S. or purchased locally must be registered either with USAREUR or with the German authorities (which includes payment of all applicable German fees and taxes). All shipped vehicles and used vehicles purchased in Germany must pass a safety inspection before they can be registered.

An international driver's license is required if you plan to travel outside of Germany. Visit the Driver's Testing office to fill out the application. Once complete, it can be validated and stamped for the local Vehicle Licensing Office or Führerscheinstelle. This application must be validated by us or the local Vehicle Licensing Office will notaccept it.

The guidance found in the Foreign Clearance Manual applies to all DoD personnel and non-DoD personnel traveling under DoD sponsorship Official or Personal travel (PCS, TDY, Leave or Pass).

Your country of destination may require prior approval by a Theater-Level Command, i.e., USARPAC, USAREUR, SOUTHCOM etc. Many situations require you to plan. Request via APAC’s at least 30-days in advance; giving other staff actions time to process.
