Colonel Keith E. Igyarto.

Colonel Keith E. Igyarto assumed his duty as commander of U.S. Army Garrison Rheinland-Pfalz, Germany, on July 6, 2016.

Colonel Igyarto is a graduate of the Armor Basic and Advanced Courses, Command and General Staff College and the Eisenhower School (ICAF). He was raised in Colorado Springs, Colo., and his civilian education includes a Bachelor's Degree in Economics from the University of Colorado, as well as a Master's Degree in Business Administration from Syracuse University.

He has served in armored and cavalry assignments including: 1-72 AR, Camp Casey, Korea, and 1/7 CAV, Fort Hood, Texas. In 1996, he was assigned to V Corps and deployed to Hungary in support of Operations Joint Guard and Joint Endeavor. Upon redeployment, Colonel Igyarto was assigned to 1-4 CAV and in 1998 assumed command of B Troop and led it in support of Operations Able Sentry and Allied Force.

Following command, Colonel Igyarto returned to the Armor Center at Ft. Knox, Ky., to develop doctrine. In 2003, he was assigned as the G-8/Comptroller for the 82nd Airborne Division, Ft. Bragg, N.C. During his tour, he served in combat operations in both Iraq and Afghanistan. Upon redeployment from Afghanistan, Colonel Igyarto served at U.S. Army Europe Headquarters as the Chief of Programming Branch, G-8 and the Chief of Requirements Definition Division, G-3.

Following his assignment in Germany, he was selected to serve as the G-8/Comptroller for the Office of Military Support. In 2012, Colonel Igyarto returned to the 82nd Airborne Division to assume command of the 2nd Brigade Special Troops Battalion and led the battalion through a tour as the Nation's Global Response Force. He served most recently in the National Capital Region as Executive Officer for the Military Deputy for the Assistant Secretary of the Army, Financial Management and Comptroller.

Colonel Igyarto's awards include the Legion of Merit, the Bronze Star Medal, the Defense Meritorious Service Medal (OLC), Meritorious Service Medal (4OLC) the Army Commendation Medal (4OLC) the Army Achievement Medal, the Combat Action Badge, the Master Parachutist Badge, and the Ranger Tab.

Deputy Garrison Commander
Deborah H. Reynolds

Ms. Deborah Reynolds has served as the Deputy to the Garrison Commander U.S. Army Garrison Rheinland-Pfalz since June 25, 2014. Ms. Reynolds has more than 28 years of experience in installation management positions of varying responsibilities. Prior to serving as the Deputy to the Garrison Commander, she worked at Headquarters Department of the Army in the Office of the Assistant Chief of Staff for Installation Management (OACSIM). Positions worked in OACSIM included Special Assistant to the Deputy ACSIM, Acting Chief Operations Division, Acting Director Installation Services Directorate, Chief Army Housing Division, Branch Chief Army Family Housing, Branch Chief Unaccompanied Personnel Housing and Senior Action Officer Housing Privatization.

Ms. Reynolds was selected for the prestigious Defense Senior Leader Development Program and graduated in April 2014. During the program, she attended Senior Service College at the National Defense University Dwight D. Eisenhower School for National Security and Resource Strategy, where she earned a Master of Science in National Resource Strategy with a concentration in Weapons of Mass Destruction in June 2013.

Previous assignments include: OSD Policy Global Nuclear Strategy Directorate; Assistant Secretary of the Army for Installations, Energy, and Environment; Headquarters, U.S. Army Corps of Engineers; Fort Myer, Virginia; Fort Eustis, Virginia; Fort McPherson, Georgia; and Fort Polk, Louisiana.

Education: Defense Senior Leader Development Course (2012-2013), National Defense University, Eisenhower School (2012-2013), Sustaining Base Leadership Management (2001), Housing and Urban Development Executive Leadership (1996), MS National Resource Strategy (2013), MPA Strayer University (2006), BBA in Marketing University of Louisiana – Monroe (1982).

Awards and honors include: Superior Civilian Service (2012), Commander’s Award for Civilian Service, Installation Management Community Hero of the Day (2012), Special Recognition Award from Professional Housing Management Association (2012), Founder’s Award Professional Housing Management Association (2009), Senior Housing Manager of the Year (2006) and Mid-Level Housing Manager of the Year (1998).

Garrison Command Sergeant Major
Command Sgt. Maj. Edward James Williams III

Command Sergeant Major Edward James Williams III began serving as the Command Sergeant Major of U.S. Army Garrison Rheinland-Pfalz, Germany, on Oct. 10, 2014.

Command Sgt. Maj. Williams completed Basic Combat Training at Fort Dix, New Jersey, and attended Advanced Individual Training at Fort Gordon, Georgia, where he trained as a single channel radio operator (31C).

Command Sgt. Maj. Williams has served in numerous locations throughout the course of his career, including Iraq, Afghanistan, Bahrain, Saudi Arabia, South America, MacDill AFB, Florida, and Ft Campbell, Kentucky. He has held leadership positions ranging from team chief to command sergeant major.

Command Sgt. Maj. Williams is a graduate of the United States Army Sergeants Major Academy Class 58 and has completed all levels of the Non-commissioned Officer Education System, including the First Sergeant Course. He holds a Master’s of Business Administration degree with a concentration in organizational leadership from North Central University.

Command Sgt. Maj. Williams’s notable awards and decorations range from the Bronze Star to the Kuwait Liberation Medal. He is also a member of the Distinguished Sergeant Audie Murphy Club.

About the Garrison


Unit Logo and History

U.S. Army Garrison Rheinland-Pfalz activated with its headquarters in Kaiserslautern, Germany, on Oct. 1, 2013. At the time of its creation, the garrison comprised of 30 operating installations and 10 closing sites in Baden-Württemberg and Rheinland-Pfalz. By 2015, the garrison will reduce to 27 installations, all within the state of Rheinland-Pfalz.

The garrison logo represents the unit's establishment as a brigade-level garrison with a large geographic area. Each element of the crest was carefully selected to illustrate this new beginning and the partnership between the American and German communities in the state of Rheinland-Pfalz. The Army star is centered at the top of the crest. The German and American flags are situated on one level representing two nations standing side by side in mutual support. The state crest of Rheinland-Pfalz is at the bottom representing the garrison's geographic area of responsibility and surround by a laurel wreath symbolizing peace and unity. At the center of the crest is the Installation Management Command patch, bringing everyone together and anchoring our community into one unified whole.

U.S. Army Garrison Kaiserslautern The USAG Kaiserslautern was established in the regular Army as the 415th Base Support Battalion on March 16, 1992, and was assigned to the 29th Area Support Group, 21st Theater Army Area Command, Kaiserslautern, Germany, with a total strength of one.

By December 7, 1992, the battalion had grown to a strength of seven personnel. Less than a year later, in October 1993, the USAG Kaiserslautern was reassigned to the 26th Area Support Group, which was later re-designated as the U.S. Army Garrison Heidelberg.

On October 13, 2005, the army's Installation Management Activity officially marked the end of the 415th BSB, and the organization was re-designated as U.S. Army Garrison Kaiserslautern.

U.S. Army Garrison Baden-Württemberg USAG Baden-Württemberg was constituted in May 1936 as the 26th Quartermaster Regiment and activated in 1941. It was subsequently re-designated as the 26th Quartermaster Truck Regiment until its deactivation in September 1945.

In April 1966, the regiment was re-designated as the 26th General Support Group, and activated in May 1966 at Fort Lewis, Wash. The group subsequently served 13 campaigns in Vietnam and was authorized a distinctive unit insignia and selected the motto "THE NORTHERNMOST."

In October 1978, the group was reactivated in Heidelberg and later re-designated as the 26th Area Support Group. The 26th ASG became USAG Heidelberg in October 2005. It was re-designated in September 2007 as USAG Baden-Württemberg with indirect garrisons in Heidelberg, Mannheim, Kaiserslautern and Darmstadt. In August 2008, the Indirect Garrison Darmstadt was deactivated, followed by USAG Heidelberg in June 2010 and USAG Mannheim in May 2011.
