USAREUR-Plated Vehicles and Licenses

U.S. military identification card holders in Germany (service members, family members and assigned civilians and some contractors) are allowed to register their personally-owned vehicles with the U.S. military. These vehicles are not subject to German taxes or vehicle registration.

The same people are eligible to obtain a United States Army Europe driver's license. With this license, ID card holders are authorized to drive a USAREUR-plated vehicle or other German-registered vehicles. They are also authorized to purchase a limited amount of gasoline or diesel fuel without paying taxes.

USAREUR Driver's Licenses

Most people with Stateside licenses can receive a USAREUR license after taking a written exam. Want to practice for the test? You can download the Windows program AutobahnReady.exe and install it on your computer. Download the file, which is a self-expanding compressed file, double-click on it to unzip the setup files to a temporary location, then run Setup.exe to install the program.

Vehicle Registration

Vehicles brought from the U.S. or purchased locally must be registered either with USAREUR or with the German authorities (which includes payment of all applicable German fees and taxes). All shipped vehicles and used vehicles purchased in Germany must pass a safety inspection before they can be registered.

To obtain an international driver's license:

An international driver's license is required if you plan to travel outside of Germany. Visit the Driver's Testing office to fill out the application. Once complete, it can be validated and stamped for the local Vehicle Licensing Office or Führerscheinstelle. This application must be validated by us or the local Vehicle Licensing Office will not accept it.

Be sure to bring:

  • Your U.S. ID card
  • A passport-size photo
  • Your USAREUR Certificate of License (Driver's License)
  • Make sure to have enough Euros on hand for purchase. (contact the Driver's Testing Office for updated fees)

DoD FOREIGN CLEARANCE MANUAL DoD 4500.54-M, APRIL 1, 2009

The guidance found in the Foreign Clearance Manual applies to all DoD personnel and non-DoD personnel traveling under DoD sponsorship Official or Personal travel (PCS, TDY, Leave or Pass).

Your country of destination may require prior approval by a Theater-Level Command, i.e., USARPAC, USAREUR, SOUTHCOM etc. Many situations require you to plan. Request via APAC’s at least 30-days in advance; giving other staff actions time to process.

To use:
1. At the Electronic Foreign Clearance Website guide, use the drop down menu at the top to select your destination country, highlight it and hit "go".

2. Carefully review the text paying particular attention to the "Leave Requirements" paragraph.

  • Consult unit security manager for specific country or city information and advisories for any personal travel, even within Germany. Travel Safe; Be Informed and Aware.
  • Recommended you register with US State Department website when travelling.
  • Obtain and use blue tourist passport for personal travel.
  • Specific additional on-line training may be required: AT-Level 1, SERE 100, ISOPREP, etc.
  • Several Regulations require your involvement to be informed, process, and report your travel; AR380-67 Personnel Security, AR535-13 (AT-FP)

Key Values & Responsibilities

  • Travelers must plan ahead to give others agencies plenty of time to prepare your requests via APAC’s or with Security officials, at least 30-days prior. Seek out your S2 for a pre-briefing.
  • Travelers may have specific documents to prepare and be endorsed for record (Leave/pass forms, APAC’s approvals, etc), by your S2, prior to departures, for each excursion.
  • Travelers are encouraged to see a travel-awareness video (12minutes), during final travel briefing. Video is good for a yearly orientation. Family members are welcome to attend.
  • If your country of choice requires GOSMC authorization, avoid financial problems by not purchasing travel tickets until you have your approval.
  • Don’t travel using your CAC-Card. Obtain a U.S. Tourist Passport.
