Soldiers, family members and appropriated fund civilians are able to pursue their educational goals and further their careers at their local Army Education Centers. There are opportunities for taking vocational-technical, undergraduate or graduate courses at Central Texas College, Embry-Riddle Aeronautical University, the University of Maryland University College-Europe, and the University of Oklahoma.



The USAG Rheinland-Pfalz Education Center, at Rhine Ordnance Barracks, is the hub for all education activity within the Kaiserslautern Military Community (KMC). This hub supports all those assigned to Landstuhl, Baumholder, Miesau, Pirmasens, Kleber and Panzer Kaserne (in Kaiserslautern) and Army Reserve Soldiers in Europe. Soldiers, Family Members and DACs can visit or contact any education center to get more information about programs and services provided. If you have any general questions regarding education, college enrollment procedures, Army Tuition Assistance, student financial aid (FAFSA), Army Personnel Testing (APT), DANTES, or Functional Academic Skills Training (FAST) do not hesitate to contact YOUR Education Center today.

Soldiers are eligible for the Army’s Tuition Assistance (TA) program. In order to request TA, a Soldier MUST have a GoArmyEd account, meet Army TA eligibility criteria, and enroll in classes through GoArmyEd! If you are a new user, don’t worry, speak with one of our Army education counselors and complete our easy to follow checklist to register today!

REMINDER: Some colleges and universities require students to enroll through the school’s web portal in addition to enrolling via GoArmyEd. Therefore, depending upon your school, some students MUST enroll through their school’s portal, as well as in GoArmyEd, in order to receive TA!

Kleber Army Education Center

ACES services are available in Bldg. 3245, Rooms 207 & 208 on a walk-in basis. As the In/Out Processing Center for the USAG-Rheinland-Pfalz, new Soldiers will receive their initial briefing on education services, GoArmyEd and Soldier for Life – Transition Assistance Program activities in the KMC during their Kleber In-processing Training Center (ITC) briefings. Computers are available for Soldiers to create their GoArmyEd account, go through the VIA tool to become TA Eligible, and to process other educational activities.

Miesau Army Education Center

Landstuhl Army Education Center

Effective 19 January 2016, the Landstuhl Education Center, in Bldg 3701, closed to relocate to Bldg 3722 (next to the gym on LRMC). We are scheduled to reopen in the August/September 2016 time frame when the renovations are completed. During renovation, LRMC Soldiers should contact the ROB Education Center for counseling services and Army Personnel Testing (APT). Those wishing to take DANTES sponsored exams (CLEP, DSST, Pearson VUE and Proctored Exams) need to contact the Ramstein UMUC National Testing Center, Bldg 2104, Rm 109, DSN 480-5611/5833 or CIV 06371-47-5611/5833. Baumholder Army Education Center

The Baumholder Education Center is located on Smith Barracks, Bldg 8332 (next to Iron Works Library), and offers education counseling services, Functional Academic Skills Training (FAST) classes, Army Personnel Testing (APT) exams, college representative services, and has a Multifunctional Learning Facility/Computer Lab for Soldier and Family Member use.

Describe the specific records you are requesting in enough detail so they can be located with a reasonable amount of effort. Generally, a record is "reasonably described" when the description contains sufficient file-related information (type of document, title, subject area, date of creation, originator, etc.) or the request contains enough event-related information (date and circumstances).

Frequently Asked Questions – FAQ

What is the FOIA?
The FOIA is a federal law that establishes the public's right to request existing records from federal government agencies.

Who can file a FOIA request?
Any "person" can file a FOIA request, including U.S. citizens, foreign nationals, organizations, universities, businesses and state, local, or foreign governments (not including federal agencies or fugitives from the law).

Who is subject to the FOIA, and what type of information can be requested?

The FOIA's scope includes federal executive branch departments, agencies and offices, federal regulatory agencies and federal corporations. Congress, the federal courts and parts of the Executive Office of the President are not subject to the FOIA. State and local governments are likewise not subject to the Federal FOIA, but some states have their own equivalent access laws for state records.

What is a record?

A record is/are the product(s) of data compilation, such as all books, papers, maps, photographs, machine-readable materials (including those in electronic form or format) or other documentary materials, regardless of physical form or characteristics, made or received by an agency of the United States government under federal law in connection with the transaction of public business and in Army possession and control at the time the FOIA request is made.

May I ask questions under the FOIA?
The FOIA does not require federal agencies to answer questions, render opinions or provide subjective evaluations. Requesters must ask for existing records, such as those mentioned above.

What are reasons for not releasing a record?
There are seven reasons why the Army may not release a record requested under the FOIA:

1. The request is transferred to another Army component or federal agency.

2. The Army component determines, through knowledge of its files and reasonable search efforts, that it neither controls nor otherwise possesses the requested record.

3. A record has not been described with sufficient detail to enable the Army component to locate it by conducting a reasonable search.

4. The requester has failed unreasonably to comply with procedural requirements, including payment of fees, imposed by the FOIA and AR 25-55.

5. The request is withdrawn by the requester.

6. The information requested is not a record within the meaning of the FOIA and AR 25-55.

7. The record is denied in whole or part in accordance with procedures set forth in the FOIA and AR 25-55. (See FOIA exemptions, below.)


What are FOIA exemptions?

1. Records currently and properly classified in the interest of national security.

2. Records related solely to internal personnel rules and practices, which, if released, would allow circumvention of an agency function.

3. Records protected by another law that specifically exempts the information from public release.

4. Trade secrets and commercial or financial information obtained from a private source that would cause substantial competitive harm to the source if disclosed.

5. Internal records that are deliberative in nature and are part of the decision-making process that contain opinions and recommendations.

6. Records that, if released, would result in a clearly unwarranted invasion of personal privacy.

7. Investigatory records or information compiled for law-enforcement purposes.

8. Records for the use of an agency responsible for the regulation or supervision of financial institutions.

9. Records containing geological and geophysical information (including maps) concerning wells.

How long will it take for my request to be processed?


The answer to this question depends on the nature of the request. In fairness to all requesters, IMCOM-Europe processes requests in order by date of receipt and according to their complexity. Whenever possible, an initial determination to release or deny a record is made within 20 workdays after receipt of the request. However, due to the volume and complexity of requests received each year, IMCOM-Europe is unable to process all requests within the statute's time requirements.

Under certain conditions, expedited access may be granted if there is a compelling need, such as a threat to life and safety, if the requester has an urgent need to inform the public of actual or alleged federal government activity, if loss of substantial due-process rights is imminent or if a humanitarian need exists.

Do I have to pay for a FOIA request?

The FOIA allows fees to be charged dependent on the category of the requester. It also provides that waivers or reductions in fees be given if disclosing the information is in the public interest. "Public interest" is defined as information that significantly enhances the public's knowledge of the operations and activities of the Army. The FOIA requires that requesters be placed into one of the following categories:

Commercial. Requesters who seek information for a use or purpose that furthers their commercial, trade or profit interest are considered commercial requesters. Commercial requesters pay all fees for the search, review and duplication of records.

Educational. Institutions of education - including preschools, elementary or secondary schools - and institutions of higher learning qualify as educational institutions. The records must further scholarly research. Educational requesters pay only duplication fees, unless it is determined that fees are waived or reduced in the public interest. The first 100 pages are provided at no cost.

Non-commercial Scientific. A non-commercial scientific institution is operated solely for conducting scientific research. The records must be sought to further scientific research. Like educational requesters, these requesters pay only duplication fees, unless it is determined that fees are waived or reduced in the public interest. The first 100 pages are provided at no cost.

News Media. A representative of the news media is a person actively gathering news for an entity organized and operated to publicize or broadcast news to the public. News media pay only duplication fees, unless it is determined that fees are waived or reduced in the public interest. The first 100 pages are provided at no cost.

Other Requester. Requesters who do not qualify in another category are considered "other" requesters and normally make requests for agency records for their personal use. "Other" requesters receive two hours of search time, all review costs and the first 100 pages at no cost.

All requesters must state a willingness to pay fees regardless of the fee category. Making this statement does not mean the requester will necessarily be charged fees. Except for commercial requesters, whose fees total more than $15, waivers are always considered. Fee waivers may be granted when disclosure of the records is in the public interest by being likely to contribute significantly to public understanding of the operations or activities of the government. The following factors are weighed in making a fee-waiver determination:

The subject of the request.

The informative value of the information to be disclosed.

The contribution to an understanding of the subject by the general public likely to result from the disclosure.

The significance of the contribution to public understanding.

Disclosure of the information is not primarily in the commercial interest of the requester.

The ability of the requester to disseminate the information.

Is a SSN or ITIN Mandatory?

Family members must provide their Social Security Number when enrolling in DEERS. The only exceptions are those not eligible for a SSN; the sponsor must provide the ITIN (Individual Taxpayer Identification Number) for these family members. If the SSN or ITIN is not provided within 6 months of being enrolled in DEERS, the family will not be eligible for treatment in the military medical treatment facilities.

Who are the Supporting Personnel Offices that can offer the mandatory verification of employment?

The following SUPPORTING PERSONNEL OFFICES verify customer's employment for issuance of ID cards to sponsors and their family members. The offices issue DD Form 1172-2 as appropriate. The verifying officials must have a DD Form 577 signature card/Signature Memo on file at the ID Card/DEERS office.

Frequently-Asked Questions

What is an "original" document?

This is a legal document with a raised or multi-colored seal from the office that maintains the records. The passport office can not accept/certify copies of legal documents; the office must send originals with the application. The original(s) is/are returned with the new passport.

What is a "no-fee" passport?

This a "government-paid" passport issued for official government travel as prescribed by the Department of Defense Foreign Clearance Guide. "No-fee" passports may be diplomatic (black), official (red) or regular (blue) and are identified by a statement on the inside back cover of the passport. A "no-fee" passport is not required for a military member to enter Germany, as he/she enters on orders and an identification card.

Can I use a no-fee passport for tourist travel?

You are encouraged to obtain a tourist passport. Travelers may experience delays and encounter problems in some countries if they use it or misrepresent themselves (even unintentionally) while traveling.

How early can a passport be renewed?

You may renew a passport up to one year prior to its expiration. Considering the processing time of our office, the Consulate and the State Department, we encourage you to do renewals not later than six months prior to the expiration. We do not send the passport with the application - we return it when we process your application.

How long does it take to get a passport?

Processing times vary for peak and non-peak travel seasons. Please plan accordingly. Applications submitted October-December and May-August can take 12 weeks. Other months average 10 weeks.

Why must we complete applications online?

The State Department implemented the 2D Barcode initiative to improve customer service and efficiency in their operations. This initiative minimizes passport production errors due to incorrect data entries. Barcodes must appear on applications that are completed and printed out by the customer. If a barcode does not appear, then the customer completed and printed out the wrong application. For no-fee passport applications, the Passport Section will accept only applications showing a barcode.

Where can I get a passport application?

All passport applications are accessible through https://pptform.state.gov/ Another option is to type the form number (e.g. DS-11, DS-64, DS-82, etc.), if known, into the search area of your internet search engine (e.g. Google, Yahoo, MSN, Mozilla Firefox, etc.)

How can I improve processing times?

Improve processing times and minimize passport errors by completing your application online and printing it before coming to the passport section. Correctly-printed forms will contain a "2d barcode." Use capital, block print letters only.

Can I expedite my passport application?

Please see "expedite and emergency processing" procedures for specific rules. Stateside expedite and emergency processing procedures and fees do not apply in Germany per the Department of State and American Consulate General-Frankfurt.
