The Utilities Privatization program, as directed by the Office of the Secretary of Defense, involves the conveyance, with a bill of sale in perpetuity, of a utility system (electric, natural gas, water, and wastewater) to a municipal, private, regional, district, or cooperative utility company; and a utility services contract for operations, maintenance, and recapitalization for a period not to exceed 50 years. The UP program allows Air Force active, Guard, and Reserve installation commanders to focus their operations and maintenance activities on core defense missions.
