On October 1, 2003, NTIA announced the award of $13.95 million in
Technology Opportunity Program (TOP) grants to 28 non-profit
organizations, including state, local and tribal governments, in 22
states. TOP received 569 applications for FY 2003 funds. TOP grants,
matched by $14.8 million in contributions from the private sector and
state and local organizations, demonstrate how advanced
telecommunication and information technology can address public
concerns
in areas such as economic development, housing, public safety, health

$14 million in federal Public Telecommunications Facilities Program
(PTFP) grants announced Tuesday September 30th will assist public
radio,
public television and nonbroadcast (distance learning) projects across
the country. $6 million will go to 23 grantees to assist in the digital
conversion of 36 public television stations; $4.5 million will fund 66
radio grants; $1.6 million is for nine television equipment replacement
grants; $1.4 million for 11 distance learning grants; and one grant was
made to the University of Hawaii for $488,977 for the PEACESAT
(Pan-Pacific Educational and Cultural Experiments by Satellite)
project. The total amount awarded by PTFP in FY 2003 is $40.7 million
for 170

The Commerce Department and the Internet Corporation for Assigned Names
and Numbers (ICANN) have agreed to extend for another three years their
Memorandum
of Understanding (MOU) to transition management of the Internet
domain name and numbering system (DNS) due to expire on September 30,
2003. The new agreement includes key amendments designed to ensure that
ICANN develops into an independent, stable, and sustainable
organization that is capable of meeting its responsibilities for the
technical management of the DNS. More information on the MOU is

Dot-kids Domain Names Now Available: Registration is underway and
content will soon be accessible at the first "safe space for kids" on
the Internet. The "Dot Kids Implementation and Efficiency Act" signed
into law last year by President Bush has led to the creation of a
child-friendly, on-line "safe zone." In the dot-kids space, children
will enjoy the benefits of the Internet in an environment where parents
and educators are assured that content is thoroughly screened and
monitored. NeuStar, the contractual manager of the dot US domain, is
now accepting applications for .kids.us Internet addresses on a

NTIA has released a Report to Congress
mandated by the Children's Internet Protection Act of 2000 (CIPA).
According to the report, currently available technology measures have
the capacity to meet most, if not all, of educational institutions'
needs. The report also recommends that vendors offer training services
to educational institutions, and that the definition of "technology
protection measures" be expanded to encompass a wider array of

new Associate Administrator for Spectrum Management, effective today.

Administrator Wentland, a 22-year veteran of NTIA, succeeds William
Hatch,
who retired last year.
Responsibilities of the Office of Spectrum Management include

of spectrum to 63 federal agencies; engineering and analysis relative
to
interference resolution; and management of the Interdepartment Radio
Advisory
Committee (IRAC).

NTIA announces new
contract with Internet Corporation for Assigned Names and Numbers
(ICANN)
for Internet Assigned Numbers Authority (IANA) functions effective
April 1st. Although ICANN has performed these functions on behalf of
the
Commerce Department since February 2000, the new Statement of Work
reflects
an evolution in performance of tasks such as coordination of the
assignment
of technical protocol parameters, administrative functions associated
with
root server management, and allocation of Internet numbering resources.
Requirements mandating quarterly statistical and narrative information
and the development of new processing metrics are included in the new
contract.
