    NTIA has released the eighth notice in its series of public notices requesting comment on the nine exceptions to the Electronic Signatures in Global and National Commerce (ESIGN) Act. The notices released to date request comment on exceptions to the Act covering housing foreclosure, repossession, and default notices; court records; hazardous materials; product recall notices; domestic and family law documents; wills, codicils, and testamentary trusts; health and life insurance cancellation notices; and state uniform commercial code. NTIA will publish notices on the remaining exception within the next few weeks.

    Nancy J. Victory, Assistant Secretary for Communications and Information, has appointed Al Vincent as Associate Administrator for Telecommunication Sciences and Director of the National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences (ITS) in Boulder, Colo. In this capacity, Mr. Vincent will serve as Victory's principal advisor on telecommunication sciences.

    NTIA's Public Telecommunications Facilities Program has published a Federal Register Notice for the FY 2003 Television Grant Cycle. The deadline for receipt of all television applications is 6 p.m., Tuesday, November 19, 2002. A deadline for receipt of radio and nonbroadcast television applications will be announced later.

    NTIA announced the award of $36 million in Public Telecommunications Facilities Program (PTFP) grants to assist 97 public broadcasting stations across the country complete federally mandated conversions to digital technology. An additional $6 million in PTFP grants were awarded for public radio, distance learning, and replacement of television equipment. [Press Release | Factsheet]

    On Wednesday, August 14, NTIA will host a roundtable to address issues relating to the convergence of communications technologies, including the Telephone Number Mapping (ENUM) Protocol that facilitates convergence between the Internet and the public-switched telephone network. The roundtable will address how such convergence technologies function, alternatives to ENUM in the competitive marketplace, and policy issues including privacy and security that may arise with use of such convergence technologies. The afternoon roundtable will be webcast on the day of the event.
