PROJECT DESCRIPTION:
The Bonneville Power Administration (BPA) proposed to interconnect 300 megawatts (MW) of electricity generated from the proposed Klondike III Wind Project by PPM Energy, Inc. and to interconnect 400 MW of electricity from the Biglow Canyon Wind Farm, owned by Portland General Electric and located north and east of the proposed Klondike III Wind Project, to the Federal Columbia River Transmission System. To interconnect these wind projects, BPA proposed to build and operate a 12-mile long, 230-kilovolt (kV) double-circuit transmission line between the wind projects and BPA's new 230-kV John Day Substation in Sherman County, Oregon. BPA would also expand its existing 500-kV John Day Substation.
CURRENT STATUS:
BPA prepared an EIS that considered the impacts of the interconnection facilities, the reasonably foreseeable environmental consequences of construction, operation and maintenance of the proposed Klondike III and Biglow Canyon Wind Farm projects and transmission facilities, and the cumulative impacts that could result from projects in the area, including other proposed wind projects.
Bonneville Power Administration issued a Record of Decision (ROD) for the Klondike III/Biglow Canyon Wind Integration Project. BPA decided to implement the proposed action identified in the EIS. Construction of BPA's new substation and transmission line was completed in 2007.
