Rental Vehicle Information – Government Administrative Rate Supplement (GARS) (Ser #04/14) 20141/9/2014NACC Career Management

As a reminder, it is very important to arrange rental car expenses through the Defense Travel System (DTS) when on official government travel.  This helps to ensure the Rental Car Company prepares the Government Rental Car Agreement and secures government rates.

We also realize that sometimes obtaining a rental car through DTS is not possible, especially when your pickup point is other than an airport location.  When you call a company direct for a reservation, it is imperative that you not only ask for the government rate, but at the time of pick-up, it is equally as important to confirm the Government Administrative Rate Supplement (GARS) is charged on the rental contract.

GARS is a mandatory fee of $5.00 per day that covers the following:

  • Rental of vehicles to employees under the age of 25
  • Acceptance of properly licensed authorized users on official business as additional drivers
  • Government rate guarantee for at least 60 days

In addition, the Government Rental Car Agreement and GARS protects travelers for Collision Damage Waiver/Loss Damage Waiver and Liability coverage.  In most cases, the Rental Car Agreement safeguards the renter from responsibility for loss or damage to the rental vehicle.  However, there are exceptions listed on the agreement for which the Rental Car Company will not be responsible for such costs.  These conditions are listed on the following website for your review starting on page 8:  http://www.defensetravel.dod.mil/Docs/CarRentalAgreement.pdf .

If use of the rental vehicle falls outside normal business, it is your decision whether to purchase the additional coverage from the Rental Car Company or rely on the coverage provided by your personal vehicle insurance policy.

***GARS should not be entered in DTS as a rental car cost or as a separate expense.  It will be reimbursed under the rental car final costs on the voucher.

As a reminder, you must use your Government Travel Charge Card (GTCC) while on official NADP travel.

DEFENSE TRAVEL MANAGEMENT OFFICE GTCC POLICY:

DoD policy is that the Government-sponsored, contractor-issued travel card should be used to pay for ALL official travel expenses while on TDY/TAD. Personal use of the travel card or using the travel card to pay for someone else's travel expenses is prohibited. The use of the travel card for non-official expenses may result in disciplinary actions.

Use of the travel card is mandated by the Travel and Transportation Reform Act of 1998. DoD utilizes a central policy by including Travel Charge Card guidance in the DoD Financial Management Regulation, Vol. 9, Chapter 3. SPAWAR ATLANTIC in Charleston, SC has  one rotation opportunity with Networking On-The-Move (NOTM), an ACAT IV(M) program.  This individual would support technical data for fielded systems as described below;


In addition, SPAWAR ATLANTIC in Charleston, SC has additional integration efforts for the AAV platform that they can also participate in and learn from.


Recommended start date: Flexible but 13-Jan would allow the NP to gain familiarity with NOTM AAV prior to PCA on 20-Jan


The new professional would be mainly serving to gather or consult existing information about the Networking on the Move (NOTM) system and process it into Engineering Change Proposals (ECPs), which is the process to update the Technical Data Package (TDP). Some of the more hands on tasking would be generating drawing redlines and reviewing drawings to be added to the package.


This would be a good opportunity for someone to familiarize themselves with the ECP process which is used in many, if not all, major acquisition programs and could be a good addition to their resume. It would also be a good position for someone interested in seeing a TDP "up close" and learning what goes into a drawing package. I will be able to offer first-hand knowledge if they have questions, and be on hand to review their documentation as needed before it is submitted.

Due to the transition between FY13 and FY14, please be advised that for PPE 5 Oct 13 only, NADP employees need to use the drop down box under "JON" to select the correct JON/THC for FY13 or FY14. The JONs for FY13 have a "3" in the 6th position and the JONs for FY14 have a "4" in the sixth position and should be used as follows:


  • Select FY13 JON/THCs (with a "3" in the 6th position) for dates between 22 Sep and 30 Sep 2013.
  • Select FY14 JON/THCs (with a "4" in the 6th position) for dates between 1 Oct and 5 Oct 2013.

Week two is the only week affected by the split fiscal year.  There will be two lines entered... one for Sunday and Monday, 9/29 and 9/30, which is FY13. And another one for Tuesday through Saturday, 10/1 through 10/5, which is FY14. If there are any other JON/THC's used besides RG they will need to select the correct JON/THC for FY13 or FY14.


Please provide this guidance to your supervisor/certifier as well.

There is a very active Phishing Scam directed at the users of the DTS System.  The scam consists of the DTS user receiving an email asking them to log into DTS at the link " www.defensetravel.osd.com " to sign their authorization immediately or their travel reservations are subject to cancellation.  Note that the furnished link reflects a dot-com (.com) website address while the correct DTS website uses only a dot-mil (.mil) website address.  The web-site accepts the user’s CAC log-in information – which may ultimately comprise their digital certificates. 


If you receive any "DTS" email, use a link from your Bookmarks or manually enter the link into your browser to go to DTS.  If you must use the link provided in the email, verify that it is a dot-mil (.mil) by RIGHT clicking on the link, select "Copy Link" from the pop-up menu, and then paste into your browser and verify the link is .mil.

By now, most of you are aware of sequestration and the upcoming furloughs that are scheduled to occur unless our government can take action to avoid them.  The DOD is looking to furlough employees 1 day a week for 22 weeks (176 hours) starting in late April into September.


We have been in communication with our Human Resources Office and your CFMs on the matter.  Furlough letters will come from NACC, but not before March 22nd.  Most of you will receive a "Proposed Letter of Furlough" followed by a second letter "Decision to Furlough".  For those of you still in a probationary status, you fall under a different set of rules and will receive a furlough notification letter.  Anyone with less than 1 year of time as a federal civilian employee is in a probationary status.

WE NEED YOU TO DIGITALLY SIGN OR PHYSICALLY SIGN YOUR LETTERS AND RETURN THEM TO NACC AFTER YOU READ IT.   

Signing only indicates acknowledgement of receipt of the letter and does not mean you agree or disagree with the contents of the letter.


With regard to the furlough days, NACC's plan is to defer to your local command so that your furlough day matches their plan for your local office.  Your local command will manage your furlough day in SLDCADA as code KE.


The furlough letters will have detailed instructions.  Many questions you have can be answered by reviewing the FAQ documents we have previously emailed as well as posted to our web site.

We have been in communication with our Human Resources Office and your CFMs on the matter.  Furlough letters will come from NACC, but not before March 22nd.  Most of you will receive a "Proposed Letter of Furlough" followed by a second letter "Decision to Furlough".  For those of you still in a probationary status, you fall under a different set of rules and will receive a furlough notification letter.  Anyone with less than 1 year of time as a federal civilian employee is in a probationary status.

WE NEED YOU TO DIGITALLY SIGN OR PHYSICALLY SIGN YOUR LETTERS AND RETURN THEM TO NACC AFTER YOU READ IT.   

Signing only indicates acknowledgement of receipt of the letter and does not mean you agree or disagree with the contents of the letter.


With regard to the furlough days, NACC's plan is to defer to your local command so that your furlough day matches their plan for your local office.  Your local command will manage your furlough day in SLDCADA as code KE.


The furlough letters will have detailed instructions.  Many questions you have can be answered by reviewing the FAQ documents we have previously emailed as well as posted to our web site.

Over the years, we have found that successful employees actively pursue their career development despite the obstacles and challenges in the ever-changing environment.


Despite the recent sequestration and budget uncertainty across the Department of Defense (DoD), we strongly encourage employees to look for hidden opportunities and take advantage of this time to focus on the requirements of your Individual Development Plan (IDP).


An exception to the travel and training suspension is the continuation of mandatory Defense Acquisition University (DAU) courses for certification.  Make the most of this time to complete required courses that will enable workforce members to improve acquisition processes and products.


Even though training and travel requests for funding are suspended, to date, the Naval Acquisition Career Center (NACC) has endorsed over 75 local external rotations at no cost to the government.  Through moving forward with one's career development, these employees will not only complete a requirement for graduation, but have the opportunity to network and grow their homeport base of support.


During this time, we recommend to focus on the defined IDP competencies of your career field and on-the job training.  Make use of this time to learn from experts in your career field.


If you are local to one of the sites for the Acquisition Initial Leadership Development (AILD) for entry level employees or the Acquisition Journeyman Leadership Development (AJLD) for associate employees, this required leadership course provides a strategic guide into the critical elements on leadership to accomplish the Department of the Navy's (DON) mission.


During this time, we have also learned that some of our employees along with the support of their supervisor and/or Career Field Manager (CFM) found local training options for the career fields that require a technical training, professional development conference and/or program review.  In addition, for those career fields that require a senior project (final year), it would be advantageous to compile your knowledge and skills in a project to share with your command leadership.


Make the most of your time in the program by seeking out unique learning experiences, challenging yourself, and establish collaborative relationships along the way. If you are nearing graduation and cannot complete all of your NADP requirements as a result of the current budget uncertainties, you and your CFM should contact NACC to determine the next steps to determine a plan of action.  Reasonable allowances will be made due to the current fiscal uncertainty.

Until otherwise directed all NADP Travel (including rotations) and Training with the exception of mandatory DAU certification travel and training is suspended.  Employees should cancel any reservations they may have made.  Anyone who currently holds a signed and approved DTS authorization may continue their travel. 


If you have an approved SF-182 for training returned to you from NACC and do not require travel, you may continue with that training.  If you need official travel to execute that training and do not yet have an approved DTS authorization, you must cancel the SF-182 and cancel out of the class.


We will continue to provide information as it becomes available to us.

​Lately we have been receiving requests for funding that are outside of the AWTAP funding window.  Per section 5.3 in the AWTAP policy document, dated Jan 2, 2013, students must request an SF-182 through eDACM. This can be done up to 60 days prior to the start of the course or as late as 15 days after the start of the course.


If funding is not requested within this 75 day timeframe, students will not have access to the SF-182 and will be responsible for paying all course costs.

NAVSEA 04X manages the Naval Shipyards and serves as the NAVSEA Headquarters focal point for Depot Level Maintenance. This role includes the full range of management, financial, business, industrial and technical processes, programs and projects for the Naval Shipyards. NAVSEA 04XP responsibilities include managing Naval Shipyard process improvement, technology insertion, IT integration, and performance metrics. You will leave the rotation with an improved understanding of what it takes to operate the Naval Shipyards and a toolset for solving the challenges related to submarine and aircraft carrier maintenance.
The duties and assignments may include investigating new technologies to improve industrial processes, performing management analysis of shipyard improvement efforts, and leading projects to improve processes, quality, and cost performance in ship maintenance. In your assignments you will interact regularly with other NAVSEA engineering codes, the Naval Shipyards, and other Navy maintenance activities.

The Deputy Assistant Secretary of the Navy for Management and Budget (DASN M&B) is the principal advisor and coordinator for the Assistant Secretary of the Navy (Research, Development, and Acquisition) (ASN (RDA)), on all matters pertaining to the Programming, Planning, Budgeting, and Execution System (PPBES), Strategic Acquisition Planning, Acquisition Programmatics, Analysis, and Congressional liaison issues across all domains within ASN (RDA).


This rotation will afford the opportunity to gain a thorough understanding of DASN M&B and ASN RDA's roles and responsibilities and their interface with leadership and Congressional activities. The rotation will primarily be in the Program and Budget Division.  Day-to-day tasks would include experience pulling financial information to support various data calls aimed at informing senior leadership and other stakeholders. In addition, supporting and tracking the execution of programs, the PPBE process, and Continuing Resolution issues and impacts will provide additional experience in data analysis.  Outside of the Program Budget group, there is an opportunity to learn about Acquisition Governance, Center for Earned Value Management and the Congressional Liaison function.

​In May 2011, Congress mandated that DoD and the Services validate the audit readiness of their financial statements by FY17. The USD (Comptroller) directed that the Services apply their knowledge and experience in support of efforts to evaluate and strengthen their internal control environment, policies and procedures. In Sep 2011, the ASN (Financial Management and Comptroller) began conducting limited evaluations of DON's ability to document their business events and financial transactions as well as targeted evaluations of DON's ability to comply with internal controls underlying those events and transactions. One finding of this "pre audit testing" was the Naval Acquisition Career Center (NACC) should be fully in control of all processing of Naval Acquisition Development Program (NADP) funded travel.


Because of these pre audit findings, NACC is changing the way in which Defense Travel System (DTS) processing is handled. NACC used to coordinate with all command Lead Defense Travel Administrators (LDTA) and provide a special Routing List to be attached to the employee's NADP funded travel in DTS. Beginning in FY13, NACC will complete travel processing using a DTS Cross-Organization (Cross-Org) Line of Accounting (LOA).


This change allows for seamless NADP funded travel processing. With the Cross-Org LOA in place, travel documents will not be routed through the command level, alleviating the local LDTA from updating routing lists or making corrections to NADP funded travel. The NADP employee benefits by having one simple LOA to select. In addition, annual set-up of Cross-Org LOA will be the sole responsibility of NACC.


NACC will provide detailed instructions on process implementation via separate bulletin. As we begin the use of the Cross-Org function, we understand some travel may arrive at NACC via established command routing lists. NACC will process these on a case-by-case basis to ensure no additional work is created and no delay occurs in the approval of travel or vouchers.

The Office of Management and Budget (FMB) is looking for potential candidates for a rotational assignment in the FMB 4 division IT branch.  As the IT budget comprises nearly $7 Billion of DON Resources a year, spanning an incredibly large amount of programs from cell phones to MIDS to NGEN to defense business systems, across any and all operational and investment appropriations, FMB is seeking a dynamic individual to help with the DOD CIO review of their submission, as well as participate in a review of the IT budget as they transition the IT database into PBIS IT.


FMB is open to individuals in a training program (such as acquisition, or financial, or PMF) as well as  employees looking for a rotational/developmental assignment.  Ideally, the candidate should be available to start in October for approximately 90 days until end of December.  We are looking for someone who has some knowledge of the budget process as well as key concepts associated with budgeting.  IT system/program knowledge is a plus, as is knowledge of either PBIS and/or NITESTAR, but neither are required.

​As a reminder, it is very important to arrange rental car expenses through the Defense Travel System (DTS) when on official government travel.  This helps to ensure the Rental Car Company prepares the Government Rental Car Agreement and secures government rates.

We also realize that sometimes obtaining a rental car through DTS is not possible, especially when your pickup point is other than an airport location.  When you call a company direct for a reservation, it is imperative that you not only ask for the government rate, but at the time of pick-up, it is equally as important to confirm the Government Administrative Rate Supplement (GARS) is charged on the rental contract.

GARS is a mandatory fee of $5.00 per day that covers the following:

  • Rental of vehicles to employees under the age of 25
  • Acceptance of properly licensed authorized users on official business as additional drivers
  • Goverment rate guarantee for at least 60 days

In addition, the Government Rental Car Agreement and GARS protects travelers for Collision Damage Waiver/Loss Damage Waiver and Liability coverage.  In most cases, the Rental Car Agreement safeguards the renter from responsibility for loss or damage to the rental vehicle.  However, there are exceptions listed on the agreement for which the Rental Car Company will not be responsible for such costs.  These conditions are listed on the following website for your review starting on page 8:  http://www.defensetravel.dod.mil/Docs/CarRentalAgreement.pdf.

If use of the rental vehicle falls outside normal business, it is your decision whether to purchase the additional coverage from the Rental Car Company or rely on the coverage provided by your personal vehicle insurance policy.

You must first set your preferences to have your orders print in the DD Form 1610.  Please  click "Set DD Form 1610 Print" for instructions on how to do so.


If you have printed your orders and the AO's name is not appearing in block 18, please click "Print If AO Name Not Showing" instructions.  If you have been able to print your approved orders with the AO's name appearing in block 18, you do not need to follow these instructions.

​NADP Entry Level and Associate Employees,


At this year's Career Field Managers (CFM) Conference, NAVSEA briefed a Web Based Training (WBT) tool they created to assist their CFMs and Supervisors in managing Naval Acquisition Development Program (NADP) employees.  From this NAVSEA tool, NACC has created the NADP Employee WBT which is now available through the Total Workforce Management Services (TWMS) website.

All NADP employees are highly encouraged to complete the training. This training will be a requirement of the MDP for FY12 New Hires.  The training will take up to three hours to complete.  However, the ability to start and stop training one module at a time is available with the system saving the user’s last place in the training.


Once you log onto TWMS, use the Navigation Bar on the left side and under "Tools/Actions:" select "Online Training & Notices". Then select the "Available Training" tab located in the center of the page.  Scroll down through the available courses until you reach "NADP Employee Orientation Training (CEU:)".  This will take you to the WBT developed to help guide and assist you through the NADP.

​Military leave is available to eligible employees on a fiscal year basis. Eligible full-time employees will be credited with 120 hours of military leave at the beginning of each fiscal year. You are permitted to carry over a maximum of 120 hours of unused military leave to the next fiscal year. The local command/activity is to retain an OPM 71 leave request form with the supervisor’s signature and a copy of your orders. Also, a copy of the orders and leave slip is to be sent to your CSR at NACC.

The type hour code (THC) to be entered in SLDCADA is “LM”.  You must be on the 8 hour work schedule. Regular comp time earned must be used before going into LWOP status. After military leave has been exhausted you must enter “KG” (Military Furlough-Nonpaid) in SLDCADA.

Attention NADP Employees and Supervisors: Reimbursable Awards and Overtime

The end of the fiscal year is approaching and several actions must be taken to ensure that year-end closeout of the FY12 Naval Acquisition Development Program (NADP) and DAWDF (852) Program goes smoothly.  This posting provides guidance for processing reimbursable awards and overtime for the remainder of FY12.

To ensure that on-the-spot or special act awards and overtime can be processed prior to the fiscal year, the following deadlines for acceptance of reimbursable funding have been established:

  • Funding (NAVCOMPT Form 2275) for special act and on-the-spot awards must be received by the Naval Educational and Training Command (NETC) with a courtesy copy to the Naval Acquisition Career Center (NACC) by close of business on Friday, 17 August 2012. Also, the justification for the award must accompany the NACC copy of the NAVCOMPT Form 2275.
  • Funding (NAVCOMPT Form 2275) for reimbursable overtime must be received by NETC with a courtesy copy to the NACC by close of business on Friday 31 August 2012. Funding amounts provided should include projected overtime through the end of the fiscal year.

Acquisition Workforce Leaders,

It is my pleasure to announce the establishment of a acquisition new career field, Information Technology, within the Naval Acquisition Intern Program.

In response to perceived need by our Commands, we established a working group to include representatives from DACM, NACC, SPAWAR, PEO EIS, and NAVAIR to assess the need/requirement and build the program structure for Information Technology Career Field within NAIP. This effort was launched due to feedback we received from Commands for inclusion of the 2210 Occupational Series as key strategic hires within the Acquisition Workforce for our centrally managed NAIP program. The bulk of the work completed by the IPT includes the following deliverables:

  • 2210 Occupational Series Parentheticals. The 2210 Parentheticals under this occupational series will be: Policy and Planning; Enterprise Architecture; Security and Customer Support
  • Master Development Plan (MDP). A comprehensive MDP template has been created to support this series and addresses major competencies, rotational assignments, senior projects, DAWIA training, general training and education requirements. The competencies within the MDP align to all Parentheticals that could be requested as a part of your Career Management activities after members are hired and brought onboard.
  • Career Field Manager (CFM) Identification. The respective Information Technology CFMs currently identified are from NAVAIR and SPAWAR. If you plan to use 2210's at your location, identify Local CFM POC information to NACC and ensure they are level III certified in the Information Technology Career Field.
  • Position Descriptions (PD). NACC created draft PDs and have provided them to your respective staffs for review. The PD will be used to attach to any future hiring action and announcement request in the future for entry level NAIP 2210. Please keep in mind, that all PDs GS-7 through GS-12 (full performance level) must be submitted on the initial announcement request to initialize KSAs and the assessments at the HRSC.
  • Based on input from participating commands via the IPT we anticipate receiving FY 12 announcement requests from SPAWAR HQ (1 NAIP) and SPAWAR SSC PAC (4 NAIP). All other demand signal estimates occur over the FYDP and will be planned in accordance with annual allocations and hiring plan generations from the requesting SYSCOM. All commends utilizing the NAIP are eligible to hire in this career field.

Remaining actions:

  • Acquire feedback on all parenthetical 2210 PD drafts. (Action SPAWAR and NAVAIR, ECD: 20 April)
  • HRSC build of 2210 Assessments (HRSC SE, ECD 5 working days after receipt)

Based on progress to date and the remaining actions, our execution of this capability is 1 May 2012. Hiring authorities that support this series (i.e. Delegated Examining) are the same as what we currently leverage for all other Occupational Series under the NAIP program. Hiring mechanics are also unchanged. We hope that this effort supports your strategic hiring goals for the Acquisition Work Force and has a favorable impact to the capabilities and services you provide your customer base.

It is important to remember that individuals hired into this Career Field principle roles are directly related to Acquisition.

DEFENSE TRAVEL MANGEMENT OFFICE GTCC POLICY

DoD policy is that the Government-sponsored, contractor-issued travel card should be used to pay for ALL official travel expenses while on TDY/TAD. Personal use of the travel card or using the travel card to pay for someone else's travel expenses is prohibited. The use of the travel card for non-official expenses may result in disciplinary actions.

Use of the travel card is mandated by the Travel and Transportation Reform Act of 1998. DoD utilizes a central policy by including Travel Charge Card guidance in the DoD Financial Management Regulation, Vol. 9, Chapter 3. The Military Services may further restrict/define this policy.

NACC has seen an increase in the use of personal credit cards to book hotel rooms or pay for airline tickets.

The desire to accrue frequent flyer miles or points is not an acceptable reason for not using the GTCC.

Effective 6 May Citibank's ATM/Cash Advance Fee will increase from 2% to 2.2%. This increase is in accordance with the DTMO Task Order and the GSA's SmartPay 2 Master Contract Option 1 Period.
 
Cardholders will also receive notification either in their next statement or by way of a separate mailing if no statement is generated.
 
The fee remains an authorized reimbursable expense when the withdrawal is associated to official travel. Awareness of this change will be key to ensuring proper split disbursement.

It is the travelers responsibility to ensure they have a Government Travel Credit Card (GTCC) issued by their command in time for the start of travel.  Rotational assignments can be expensive.  Travelers and commands should determine the proper GTCC credit limits and discuss with their local Agency Program Coordinators (APC) if the credit limits need to be adjusted.

Subj: Update on Federal Employees Retirement System (FERS) Further Revised Annuity
Employees (FRAE) Retirement Withholding Changes (Correction Process)

1. The following information is shared concerning the correction of retirement codes for employees indebted as a result of the Defense Civilian Payroll System’s (DCPS) inability to withhold correct retirement deductions for employees coded as FERS FRAE. Effective 1 January 2014, employees hired with no prior Federal service or rehired with less than five years of creditable FERS service are subject to the withholding of additional retirement contributions based on the Bipartisan Budget Act of 2013. At the time of hire, these employees were notified that they would incur a debt until DCPS was modified to accept the new FERS FRAE retirement codes.
2. On 27 July 2014, the Defense Finance and Accounting Service (DFAS) notified the Department of the Navy (DON) that DCPS programming is complete and the system is now able to accept the FERS FRAE retirement codes. The Operations Centers have been notified and correction processing is underway. Once the retirement code correction is received at DFAS, the correct FERS FRAE deductions will commence, eliminating further indebtedness. FERS FRAE employees will see a 1.3% increase in their retirement deductions. The DON goal is to complete the processing of all required corrections by 29 August 2014.
3. Once DFAS receives the correction action, the employee will receive a letter from DFAS notifying them their retirement code has been corrected to FERS FRAE. Additionally, the letter will advise of the debt incurred, the amount of the debt and the procedures for re-paying the debt. The timeline for receiving the indebtedness notice will vary based on the number of corrections to be processed. After receipt of the DFAS letter, employees may view their retirement code correction Notification of Personnel Action (SF-50) by accessing their eOPF or Total Workforce Management Services (TWMS) account.
4. Commands are asked to share this information with their FERS FRAE employees. Impacted employees should contact the Benefits Line if they do not receive the indebtedness letter by 20 September 2014. After receipt of the DFAS letter, employees should review the “Deductions” section of their Leave and Earning Statement (LES) to ensure their retirement deductions are accurately reflected. Employees should contact the Benefits Line at 888-320-2917 from 7:30 a.m. - 7:30 p.m., Eastern Time, Monday – Friday if they have questions concerning this information. The TTY number is 866-359-5277. Employees can also email questions to navybenefits@navy.mil. They must include their full name, pay plan, grade, contact telephone number and the best time to call, but do not include Privacy Act Information such as date of birth or Social Security number.

The Regional Contracting Office, National Capital Region (RCO-NCR), located at the Marine Corps Base (MCB), in Quantico, VA. have rotational opportunities available. This individual would support the various branches in acquisitions of both services and supplies for various internal activities located aboard Marine Corps Base, Quantico, VA as described below:

Recommended start date: November 2014, but are flexible for additional rotational opportunities in support of the various branches within the RCO-NCR.

Duties would include, but not be limited to:

  • Planning, negotiating, and administering procurements for goods and services, within the guidelines of the Federal Acquisition Regulation (FAR) and related regulatory and statutory guidance. This would include both large and small procurements.

Background:

Periodically, the pay year will be comprised of 27 paydays instead of the more common 26 paydays. When this occurs as it does for pay year 2015, some deduction and withholding amounts may be affected. The notification provides information to assist in answering questions regarding the impact of the 27 paydays for "first Friday payday" customers.

  1. Deductions Impacted Due to 27 Paydays in Pay Year 2015.
    1. Federal Tax - The Defense Civilian Pay System (DCPS) annualizes biweekly earnings to determine the tax deduction amount. For Pay Year 2015, 27 paydays of earnings will be used in the calculation, which may result in an increase in the biweekly tax deduction. An example of the Federal Tax calculation is as follows:

      27 Paydays: 26 Paydays:
      Biweekly Taxable wages: $1,306.38
      Tax Status: Single/0 exemptions
      Biweekly Taxable wages: $1,306.38
      Tax Status: Single/0 exemptions
      $1,306.38 x 27 paydays = $35,272.26 Annual salary $1,306.38 x 26 paydays = $33,965.88 Annual salary
      Biweekly Federal Income Tax Withholding: $184.74 Biweekly Federal Income Tax Withholding: $179.29


    2. State Tax - DCPS also annualizes biweekly earnings to determine the State Tax deduction amount. Because there are 27 pay periods, there is one additional payday of earnings and also one more payday used in the annualizing process, which may result in an increase in the biweekly state tax deduction. An example of the State Tax calculation is as follows:

      27 Paydays: 26 Paydays:
      Biweekly Taxable wages: $1,306.38
      Tax Status: Single/0 exemptions
      Biweekly Taxable wages: $1,306.38
      Tax Status: Single/0 exemptions
      $1,306.38 x 27 paydays = $35,272.26 Annual salary $1,306.38 x 26 paydays = $33,965.88 Annual salary
      Biweekly Virginia Income Tax Withholding: $60.26 Biweekly Virginia Income Tax Withholding: $59.68


    3. Local Tax Deduction - Most local taxes are based on percentages applied to subject earnings, and as such would not be impacted. However, there are some local taxes that are based on the Federal withholding and therefore could be impacted.
    4. Thrift Savings Plan (TSP) - Federal Employees Retirement System (FERS) employees may exceed the TSP maximum deduction amount if 27 paydays are not used to determine the pay period deduction amount. Care should be taken when determining the biweekly deduction so that the employee will receive the maximum amount of matching Government contributions. An example of TSP deductions follows:

      TSP Maximum Employee Contribution for 2015 is $18,000.00

      $18,000.00 / 26 = $692.31 per payday over 26 paydays
      $18,000.00 / 27 = $666.67 per payday over 27 paydays

      Example:

      $692.31 x 27 paydays = $18,692.37
      Maximum employee contribution for 2015 is $18,000.00 Employee reaches maximum contribution in Pay Period 26 Pay period 27 -- No employee contribution, no agency matching, employee receives only the automatic 1% government contribution.

      If the TSP contribution is calculated based on 26 versus 27 payday, the employee will reach the maximum contribution prior to the end of the pay year. This will result in the loss of matching Government contributions. Employees are encouraged to review their TSP elections during the next open season for 2015 to avoid a potential loss of TSP matching Government contributions.
    5. TSP Catch-Up Contributions - The amount to be withheld each payday may be calculated using 27 paydays versus the normal 26 paydays.
  2. Deductions Not Impacted Due to 27 Paydays in Pay Year 2015.
    1. Charity - There is no impact because Charity deductions begin the first full pay period of the calendar year and only 26 deductions will be withheld as normally done.
    2. Flexible Spending Account (Dependent Care and Health Care) - The Flexible Spending Account provider will stop the deduction when the annual authorized amount has been deducted and restart the deduction in the next pay year if authorized. The provider will also make any necessary adjustments to the deduction amount to ensure that no more than the annual authorized amount is collected.
    3. Long Term Care (Dependent Premium and Employee Premium) - Deductions for Long Term Care will be stopped by the provider when the annual authorized amount has been deducted and restarted in the next pay year. The provider will also make any necessary adjustments to the deduction amount to ensure that no more than the annual authorized amount is collected.
    4. TSP Loans and Military Deposits - 27 deductions will be taken because deductions are calculated as a biweekly amount.
    5. Voluntary Child Support, Voluntary Alimony, Voluntary Payment of Back Taxes and Savings Allotments - The normal biweekly amount requested by the employee will be deducted for 27 paydays.
    6. Federal Employees Group Life Insurance (FEGLI) for nine-month educators - The prorated deduction amount will not change.
