DoD's Hiring Reform team is housed in the Civilian Personnel Management Service (CPMS), Human Resources Business Information and Technology Solutions (HR-BITS) Division. Hiring Reform efforts are reported through the DoD Civilian Personnel Policy (CPP) Office.

Our Mission includes communication and outreach, addressing the issues raised by the President of the United States (POTUS) and the Office of Personnel Management (OPM) as they relate to Hiring Reform within the Department of Defense (DoD).

We facilitate collaboration across DoD Components and Servicing Agencies, and engage the resources across CPMS to deliver products that meet the needs of our key stakeholders.

One such example is the Hiring Manager's Toolkit, which as been recognized as a best practice across the Federal Government and offers Hiring Managers guides, tip sheets, and checklists that enable partnering with their HR Servicing Center hiring top talent.
