 -   Department Announces Disaster Assistance for California Wildfire Victims
Secretary Martinez on Tuesday announced he would speed federal disaster assistance to four California counties ravaged by wildfires and provide support to homeowners and low-income renters. The Department's actions were taken in response to the President's decision on Monday to declare Los Angeles, San Bernardino, San Diego and Ventura counties as federal disaster areas. The declaration covers damage to private and public property from wildfires fueled by dry conditions and shifting Santa Ana winds.

 -   24 CFR 58 - Environmental Review Procedures for Entities Assuming HUD's Environmental Responsibilities
This final rule updates the list of programs and statutory authorities for which other entities may assume HUD's environmental responsibilities, and makes other changes to update the regulation on assumption of HUD's environmental responsibilities. Also, this final rule makes conforming changes to the affected environmental provisions contained in various program regulations. This final rule follows publication of a June 26, 2002 proposed rule, and takes into consideration the public comments received on the proposed rule. For more detailed information, see the Supplementary Information section of the rule.
Rule becomes effective October 29, 2003.

"HUD has a number of Reservists recalled to support the efforts in Iraq," said Secretary Martinez. "We want our people and all the troops to know that we truly appreciate their sacrifices and we fully behind them."

High unemployment, crumbling infrastructure, minimal access to business capital, and loss of hope represent some of the most notable challenges to confront inner cities and distressed rural areas during the past few decades. HUD's initiatives for Renewal Communities (RCs), Empowerment Zones (EZs), and Enterprise Communities (ECs) offer a number of tax incentives to businesses and workers to help overcome these problems. The tax incentives reduce the Federal tax liability of businesses, increase the expensing limits of business assets, permit the issuance of tax-exempt bonds, and provide for exemptions from capital gains taxation for properties that are sold.

On April 2-4, 2003, HUD will present a Technical Assistance conference for States on Timeliness (distribution and expenditures). HUD has committed to provide this conference in response to popular demand from states. This conference is intended for state agency managers who administer or provide oversight of the State Community Development Block Grant (CDBG) Program. Improving expenditure levels and performance is ritical to the health and continued funding to the CDBG program. The conference will be held in tandem with the Council of State Community Development Agencies' (COSCDA) spring legislative conference which is planned for April 1& 2. Interested persons can learn more about the conference and register online by accessing the conference website.

 -   The Impact on CDBG Spending on Urban Neighborhoods
This study examines whether readily available data sources can be used to track the outcomes of activities funded with CDBG. The study concludes that two readily available data elements – median home loan amount and the number of businesses-hold some promise as tools for helping local communities measure the effects of concentrated CDBG expenditures, but that additional research is needed to verify the utility and clarify the limitations of this methodology. The study is likely to be of greatest interest to researchers and local communities interested in measuring the impact of concentrated CDBG (and other community development) investments at the neighborhood level.

The Community Development Block Grant (CDBG) program requires grantees to consider the needs of persons with disabilities in planning and carrying out activities financed with CDBG funds. Grantees need to report on the number of persons with disabilities that have benefited from certain types of activities. Census 2000 provides the information needed to fulfill this requirement.
