Implementation Tool Development Process - Background Information
NOTICE: The Implementation Tool Development Plan is complete for Subpart JJJJ and is provided here for historical purposes only. The document provides information on what implementation tools were developed for this rule, who we partnered with to develop the tools.
A copy of the 2003 Information Exchange Meeting Summary is available. Th 2003 Information Exchange was held in RTP on September 24, 2003 to finish a team review of several tools that partners had developed. A copy of the 2002 Information Exchange Forum Summary is available and includes draft review process flow diagrams and implementation tool definitions. The 2002 Information Exchange was held in RTP NC September 24, 2002 to continue meaningful dialog with established partners for the Paper and Other Web (POWC) implementation tool development effort. You may also view the meeting summary from the 2001 Information Exchange Forum.

A list of affected sources is not available. We recommend that interested parties use the TRI reporting data above to compile any potentially affected source lists that you may need. A list of sources that provided input into the rule development process is available upon request. However, the list is outdated and should not be used for compliance assurance or other regulatory enforcement purposes. The list does not identify all potentially affected sources and contains facilities that are both area and major sources. Area sources are not subject to Subpart JJJJ. The list identifies 185 facilities that engage in paper and other web surface coating activities. However, the preamble to Subpart JJJJ (67 FR 72331, 12/4/03) estimates that there are 400 existing paper and other web facilities and that 203 of those facilities are major sources. This broadcast was designed to provide affected facilities, as well as Tribal, State, and Local agencies with a basic overview of the POWC MACT. Susan Miller, Clayton Group Services provided information on key dates and an overview of the basic requirements of the MACT. She also provided an overview of a new implementation tool available to help affected sources and inspectors better understand specific requirements of the rule. Affected source and major source examples are also provided. Finally, Susan goes through a simple case study to help us better understand calculations associated with the MACT.

POWC Jeopardy Game - This POWC Jeopardy game is a Power Point XP presentation. It was originally designed by NC Department of Environment and Natural Resources (DENR) Air Jeopardy Game and redesigned by Ingrid Ward of the EPA Office of Air Quality Planning and Standards (OAQPS), Information Transfer and Program Integration Division (ITPID). The game was designed to get people thinking about the promulgated Paper and Other Web Coating (POWC) MACT in a fun and different way. You may download the game and instructions below. Please make sure that you download the shared files as well as the game files. We highly recommend you read the instructions for using and editing the game.

Common Coating Page OAQPS with assistance of the Association of Industrial Metalizers, Coaters and Laminators (AIMCAL), developed a Surface Coating website which provides links to documents and resources that could be useful to those subject to any one of the surface coating rules. The webpage includes a range of materials from presentation materials to technical guides to help users more readily find information pertaining to surface coating operations.
Example Notices and Reports
Example notification and report forms have been developed for sections 63.9 and 63.10 of part 63, Subpart A, General Provisions. You can find these example forms by going to the General Provisions rule page.
Although most standards reference sections 63.9 and 63.10 of the General Provisions for some or all of their notification and reporting requirements, please be aware that these General Provisions example forms are not intended to exactly match all the requirements of a specific standard. Specific standards may include or exclude General Provision requirements or can require additional information beyond Subpart A. For this reason, these example report forms developed under Subpart A should be treated as examples only and may be useful to users as a starting point for developing report forms that are facility and MACTspecific.
Compliance and Enforcement Information
11/19/03, Applicability Determination Memo, Mr. Michael Alushin, EPA Office of Compliance to Mr. Timothy Hunt, American Forest & Paper Association. Letter indicates that size presses or size press alterative (SP/SPA) and on-machine coaters that apply sizing or water-based clays as a component of papermaking system are not subject to requirement of Subpart JJJJ.
Applicability Determination Index (ADI). The ADI is maintained by EPA's Office of Enforcement and Compliance Assurance (OECA) and provides a data base of memoranda dealing with applicability issues. The database is searchable by Subpart.
EPA's Office of Enforcement and Compliance Assurance (OECA) has created several Compliance Assistance Centers that service the coating industry. Each Center address real world issues faced by a specific industry. The Centers deliver information in many forms: Internet Web sites, telephone assistance lines, fax-back systems, and e-mail discussion groups.
Environmental Compliance Assistance Clearinghouse. This innovative web site provides quick access to compliance assistance tools, contacts, and planned activities from US EPA, its partners, and other compliance assistance providers.
State Programs
The Environmental Council of the States. 
The website provides state delegation information for environmental programs.
Known Trade Associations
Primary Trade Association Contact List -This file contains a list of trade associations that have been involved in the POWC stakeholder rule development process. Contact names are included.
Other
Iowa Waste Reduction Center - Since 1988, the IWRC has helped small businesses comply with federal and state environmental regulations and pollution prevention initiatives. By incorporating on-site reviews, applied research, and hands-on training into its free and confidential assistance program, the IWRC offers complete compliance assistance that small businesses can understand and apply.
Coating Alternatives Guide (CAGE). CAGE is a pollution prevention tool which provides information on low-emitting alternative coating technologies to coatings users. CAGE currently addresses alternative, low-emitting coatings for metal and plastic part coating operations, but, future versions will address alternative coatings for wood, and other substrates.
