Published 12/05/2014 02:46 PM   |    Updated 07/28/2016 04:12 PM

There are multiple effective dates for this rule.

  • The September 30, 2016 effective date to comply with the remaining URS requirements has been revised, as of July 28, 2016:
  • On November 1, 2013, (1) the new enforcement provisions for failing to file biennial updates according to the schedule in 49 CFR 390.19(b)(2), and (2) a prohibition on operating with an inactive USDOT Number took effect.
  • Beginning December 12, 2015, new applicants (defined as an entity who does not have, and has never had, an active USDOT number) will be required to use the new online application when requesting registration and a USDOT number.
  • Beginning January 14, 2017 all entities must process new applications and updates to existing records using the new online application. FMCSA will not accept paper forms or faxes and will discontinue the use of MC/FF numbers.
  • On April 14, 2017, the requirement for all existing private and exempt carriers to provide evidence of financial responsibility (insurance filings and surety bonds/trusts) and process agent designation (BOC-3) will take effect. New applicants will begin providing this information January 14, 2017.
