Who will need to comply with the Unified Registration System (URS) in December of 2015?

Beginning on December 12, 2015, new applicants (defined as an entity who does not have, and has never had, an active USDOT, MC, MX or FF number) applying for USDOT numbers and/or operating authority must do so online using the URS online application (Form MCSA-1). Non-North American and Mexican Long-Haul carriers are excluded from this initial requirement. These carriers will continue to use existing processes to apply for registration.
