Why is FMCSA extending the effective dates of the Unified Registration System (URS) final rule?

During the 2 years since publication of the URS final rule, the Agency has experienced challenges completing the IT system necessary to fully implement the 2013 final rule.  FMCSA received a protest during the acquisition process for a supporting contractor, which complicated development of the IT system for integrating and retiring the FMCSA legacy registration systems.  Accordingly, FMCSA needs additional time to complete the IT system required to implement URS. Without the change in effective dates, motor carriers and other entities would be required to use URS, but the system would not exist.
