SALARY: FSN-12 (USD 16,045 to USD 28,885) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level, which is equivalent to FSN-11 (USD 13,287 to USD 23,919).

MAJOR DUTIES AND RESPONSIBILITIES: Under the direct supervision of HIV/AIDS Team Leader, the Deputy provides technical, operational, and management support and is involved in the planning, design, and evaluation of HIV/AIDS activities. The incumbent will assist the HIV Team Leader in providing day-to-day operational and management oversight for the entire HIV/AIDS portfolio, including budgetary, procurement, reporting and programmatic activities. S/he is responsible for helping the team achieve its PEPFAR results and supervises the strategic information cluster. S/he facilitates communication and maintains collaborative working relationships with mid- to senior level staff at USAID and other U.S. Government agencies, government officials of the Ministry of Health, regional health bureaus, Federal HIV/AIDS Prevention and Control Organization (HAPCO), regional HAPCOs, donors and other government entities and non-governmental organisations working in the area of HIV/AIDS. S/he represents USAID on various high-level governing bodies and technical working groups to support coordination and harmonization of HIV/AIDS activities in Ethiopia, as needed. The HIV/AIDS Deputy Team Leader will provide operational leadership in the implementation of USAID PEPFAR activities in Ethiopia. S/he must have an understanding of the entire PEPFAR portfolio and may serve as an Assistance/Contracts Officer Representative or Activity Manager for selected programs. In this capacity, the Deputy will monitor program progress and identify implementation achievements as well as problems in performance and initiate appropriate actions in consultation with the HIV/AIDS Team Leader and other HIV/AIDS Team Members.

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION: Completion of a medical degree program is required. An additional Master’s Degree or equivalent in public health, community health or related field is preferred.

EXPERIENCE: A minimum of seven years of progressively responsible experience in clinical care and management of infectious diseases in Ethiopia is required. Experience in HIV/AIDS, particularly with PEPFAR programs, is highly preferred and PEFAR experience is strong. Three of the seven years, should include experience in program design and management and financial management. The ability to work in teams, direct the work of consultants, and apply good listening and interpersonal skills is highly important.

LANGUAGE: Level IV (fluent) English. The ability to communicate effectively in both written and spoken English and Amharic is required. Knowledge of more than one Ethiopian language is highly useful.

KNOWLEDGE, SKILLS, AND ABILITIES: Must have thorough knowledge of the Ethiopian Government's National Health and HIV/AIDS Policy, the Ethiopian health system and other donor programs. Must have thorough knowledge of HIV/AIDS program design, implementation and evaluation. Must have strong working knowledge of computer applications to carry out management and statistical analysis. Must have experience in financial management. Word processing skills are essential; spreadsheet development and graphics applications are highly useful. The position requires good organizational and management skills, strong analytical skills, good social and professional judgement, excellent interpersonal skills in cross-cultural and multi-level settings; ability to interact effectively with mid- and senior level government officials and with inter-agency counterparts and to maintain collaborative working relationships within a team structure. The selected candidate must be capable of producing high quality work, often under time pressure and in complex situations. Must be able to communicate effectively in writing and verbally in English and Amharic or other major national language; lead and participate in discussions and meetings effectively. Able to rapidly analyze information, evaluate data, and prepare reports and related documents in English and Amharic.
