Goal:

Increased resilience to shocks and secure more sustainable livelihoods by policy planning and implementation for the Pastoralist Livelihood Initiative (PLI)

Project Objectives:

  • Ensure technical coordination of PLI activities
  • Systematic monitoring, impact assessment and research to inform policy development and best-practice guidelines in livestock developmental relief within pastoralist regions
  • Institutionalize best practice development-relief interventions nationally and in selected pastoralist regions

Description:

The Policy and Coordination component of PLI-II is designed to maximize the development impact and policy impact of PLI-II through quality assessment, documentation and coordination. The project conducts impact assessments on topics ranging from natural resource management to water point sustainability to the integration of health and HIV/AIDS into PLI-II.

Drawing upon these experiences, PLI-II provides a broad framework for carrying out project level Participatory Impact Assessments (PIA) of livelihoods interventions. For many interventions there are no Best practices' for measuring project impact. PLI-II bridges this gap by outlining a tried and tested approach to measuring the impact of livelihoods projects.

The project documents the lessons learned and engages with the Government of Ethiopia to develop appropriate policies and guidelines to influence their practice.

Expected Results:

  • Form five technical working groups on Policy and Coordination
  • Develop and adopt “Best practices” guideline
  • Improve emergencies responses due to new guidelines
  • Increase export from pastoral communities
