I have an idea that can turn this campaign into a money make, instead of a money spender..
This whole campaign can be simplified. If everyone who wants to use tobacco had to get a tobacco purchasing card with their name and picture on it, it would simplify the whole operation. You could charge a fee for the card, make it renewable every three years, and make it mandatory to show the card in order to purchase tobacco. If you required that EVERY tobacco user have a card and MUST show it every time tobacco was purchased, there would be no need to have classes to teach clerks how to card. Speakers at Middle/High Schools to educate students on the adverse effects of smoking. Proactive.
Have speakers at Middle/High Schools to educate students on the adverse effects of smoking. Be "Proactive" to the target audience. An interactive session would be beneficial for students. Model the MADD outreach efforts. Drinking and Smoking don't mix!

High School Liasons
High Schools require community service hours for graduation, reach out to HS kids to deliver posters to retailers, perhaps even after they act as "secret shoppers". Kids get service hours, and retailers get the message directly from their target group.

Opt-In Text Message Program
Create a text messaging program to which retailers opt-in to participating. Use the text messages to send reminders, hints, updates on regulatory deadlines, trends, teens latests ID-scams, etc.

A sign warning of the adverse effects of tobacco on pregnancy & SHS needs to be posted where tobacco
A video regarding the adverse effects of smoking during pregnancy on mothers and fetuses should be available in all prenatal clinics and for obstetricians. A video also needs to be available to be played for mothers aftert delivery to warn them of the adverse effects of tobacco smoking on their infants and other children. Also a discussion of third hand smoke residues and how to eliminate them would be helpful.

A health warning sign needs to be posted whereever tobacco is sold stating: Smoking Tobacco harms the fetus and second-hand smoke harms children. It should also list the local state Quitline.
