MBDA provides funding for a network of Minority business centers located throughout the Nation. The Centers provide minority entrepreneurs with one-on-one assistance in writing business plans, marketing, management and technical assistance and financial planning to assure adequate financing for business ventures.
The Centers are staffed by business specialists who have the knowledge and practical experience needed to run successful and profitable businesses. Business referral services are provided free of charge. However, the network generally charges nominal fees for specific management and technical assistance services.
Working through our network of business centers, MBDA strives to create a new generation of minority-owned businesses generating $100 million in annual revenues. Our strategic focus is to maximize job creation and global competitiveness for minority-owned businesses and to foster innovation and entrepreneurship with minority-owned businesses in high-growth industries.
The Minnesota MBDA Business Center (MBC) is a part of a nationwide network of thirty-nine centers. The MBC is operated by MEDA, a premier organization that has been dedicated to the development of Minority Business Enterprises (MBEs) for more than 40 years. The mission of the center is to strengthen the US economy by helping ethnic minority businesses create or retain jobs, and build economically vibrant socially responsible entrepreneurs, businesses, and communities. The center’s focus is well aligned and consistent with MEDA’s mission of “helping entrepreneurs of color succeed.”
The MBC seeks to form strategic business alliances between MBE’s, majority corporations and local, state and federal government agencies. Services offered to MBC clients include:
Develop a work plan according to the MBEs capabilities and needs
Provide tailored business consulting to assist MBEs grow and prosper
Identify procurement opportunities based on client competencies
Promote MBC clients to both the public and private sectors
Broker financial transactions between clients and financing sources
Assist qualified MBEs with acquisitions or venture capital deals
Identify referral sources for MBEs not qualified for MBC assistance.

The Procurement Technical Assistance Center’s (PTAC) mission is to strengthen Minnesota’s economy by stimulating job creation, growth, and business retention. To accomplish this goal, the PTAC assists businesses in securing government contracts.
Using market identification, registration assistance, contracting regulations/compliance assistance and on-going technical support, PTAC helps businesses navigate through the complicated and difficult intricacies of obtaining federal, state and local government contracts. Staff are located throughout the state and the program operates on a client fee basis.
Since 1991, PTAC has contributed to the growth of its clients and Minnesota's economy by providing counseling and procurement technical assistance of the highest quality and relevancy. In March 1999, The Association of Procurement Technical Assistance Centers (APTAC) named MN PTAC as the Outstanding Center of the Year. In the 2006-2007 federal fiscal year, PTAC worked with 887 companies throughout Minnesota, sponsored 49 workshops on various government topics, provided assistance to 378 new companies and follow-up counseling with 2,545 sessions. This assistance helped these companies in securing $355 million in awards. These impressive achievements are the result of superior counseling and training provided to clients by PTAC.
