EPAS Software Information

The Environmental Performance Assessment System (EPAS) program was developed and implemented in 1991-92 in response to the recommendations made by EPA in 1986. When the program was known as ECAS (Environmental Compliance Assessment System), it assessed active Army installations for compliance with Federal, State, and DOD regulations. With the Army's development and implementation of Environmental Management Systems (EMS) to comply with Executive Order 13148, 21 April 00 (and its eventual replacement, Executive Order 13423, 26 Jan 07), the expanded EPAS program now includes environmental management performance auditing. USAEC conducts risk-based scheduling to assess installations with greater environmental risk more frequently, while maintaining an assessment standard for installations with less environmental risk. The EPAS program assists all Army commanders in attaining, sustaining, and monitoring compliance with Federal, State, and local environmental laws and regulations, as well as DoD and Army compliance and performance requirements.
