Environmental Legislative and Regulatory Analysis and Monitoring Program

The Army, like other Federal agencies and the private sector, must comply with all relevant and applicable environmental laws and regulations, to include future new requirements. To attempt to ensure that new environmental requirements are reasonable, based on sound science, and don't inadvertently impact military missions through unintended consequences, the Army established the Environmental Legislative and Regulatory Analysis and Monitoring Program (EL/RAMP). EL/RAMP includes EL/RAMP-F, which monitors the Federal environmental regulations and legislation, and EL/RAMP-S, which monitors the state environmental regulations and legislation. In striving for these objectives, EL/RAMP actively educates the developers of environmental requirements and, for new requirements, positions the Army to develop effective compliance strategies in a timely manner. These programs support the Army Strategy for the Environment - Sustain the Mission, Secure the Future (2004).

Environmental Legislative and Regulatory Analysis and Monitoring Program

EL/RAMP activities include, but are not limited to, monitoring, prioritizing, analyzing and commenting on emerging, proposed and final environmental requirements that can affect Army operations. These requirements include:

  • New Federal (EL/RAMP-F) and State (EL/RAMP-S) legislation
  • Proposed/modified Federal (EL/RAMP-F) and State (EL/RAMP-S) regulations
  • Executive Orders
  • Treaties

EL/RAMP is designed to inform Army leadership of new environmental requirements at their conception. These requirements include those from the President, Congress, Federal regulatory agencies, states, territories, and local governments. As new environmental requirements are developed, EL/RAMP produces requirement summaries, information papers, and impact analyses. This support fosters a single Army voice in the government's lawmaking and regulation-writing processes.
