SERVICES AND CAPABILITIES

As a combat support agency, DISA plays a vital role in the delivery of information technology services and capabilities to the warfighter. From the fundamental to the tactical, DISA's mission touches all facets of the DoD IT environment. The mission areas outlined below provide a framework to identify DISA resources or to learn more about our capabilities:

COMMAND AND CONTROL

Command and Control (C2) systems enable information superiority on the battlefield. They provide the commander with the information to make effective decisions and they provide the warfighter the capability to access the information necessary to complete their mission. The PEO C2C portfolio contains the Net-Enabled Command Capability (NECC), Global Combat Support System - Joint (GCSS-J), Global Command and Control System - Joint (GCCS-J), and Multinational Information Sharing (MNIS).

DISA, along with the joint community, is revolutionizing command and control capabilities through the development of the Net-Enabled Command Capability (NECC). The current C2 environment is characterized by a wide array of systems, operating on multiple platforms, where information is not easily shared. With NECC, this stove-piped framework will be replaced by a fully integrated, interoperable, and collaborative solution.

NECC will become DoD's principal C2 capability accessible in a net-centric environment. NECC will leverage the existing Global Command and Control System (GCCS) family of systems as the foundation for the future capability. It will be founded on a single, net-centric, services-based C2 architecture.

As we move forward with this initiative, DISA continues to manage the portfolio of systems that serve as the foundation for today's C2 environment:

  • Global Command & Control System - Joint (GCCS-J) - Offers vital connectivity to the systems the joint warfighter uses to plan, execute, and manage military operations. GCCS-J fuses select C2 capabilities into a comprehensive, interoperable system by exchanging imagery, intelligence, status of forces, and planning information.

  • Global Combat Support System - J (GCSS-J) - Provides the warfighter with a single, end-to-end capability to manage and monitor personnel and equipment through the mobilization process.

  • Multinational Information Sharing (MNIS) - Facilitates information sharing among DoD components and eligible foreign nations in support of planning and execution of military operations.

CONTRACTING AND PROCUREMENT

Purchasing telecommunications and information technology (IT) products and services for the military is one of DISA's key roles within the Department of Defense (DoD).

Our contracting and procurement experts use a variety of contract vehicles to increase acquisition speed, reduce costs, and ensure the men and women of our armed services have the cutting-edge services and capabilities they need to fulfill their missions.

In the past fiscal year, DISA administered 84,083 contracts — valued at approximately 6.8 billion dollars! More than 85% of our contracting dollars were competitively awarded — with recipients ranging from small businesses to global enterprises.

If you're interested in identifying contracting opportunities with a leading Defense IT agency — or if you'd like to learn more about how DISA can help you with contracting and purchasing - please explore the resources provided below.

GIG ENGINEERING

The Global Information Grid - commonly referred to as "the GIG" - is the combination of technology and human activity that enables our warfighters to access the information they need, when they need it.

We at DISA believe:

  • A robustly networked force improves information sharing
  • Information sharing enhances the quality of information and shared situational awareness
  • Shared situational awareness enables collaboration and self-synchronization, and enhances sustainability and speed
  • These, in turn, dramatically increase mission effectiveness.

It is this logic that drives our initiative to plan, design, construct, and analyze the effectiveness of the U.S. military's cyberspace. In addition, we establish the technological standards that make the GIG secure and reliable. We strive to rapidly and continuously roll-out improvements, ensuring information superiority for the United States and our coalition partners.

INFORMATION ASSURANCE

At DISA, we believe that information is the greatest source of military power. It is imperative that our warfighters have the information they need, when they need it. Our duty is to ensure that information is accessible to the joint forces, while protecting the network -and the information on it - from being accessed by our adversaries. In order to achieve mission assurance and promote safe information sharing, DISA:

  • Makes data ubiquitously accessible while simultaneously restricting access
  • Promotes the safe sharing of information
  • Prevents attacks by having network protections in place
  • Detects, diagnoses, and reacts to attacks quickly

MULTINATIONAL INFORMATION SHARING

Our warfighters rarely work alone. They are connected to and supported by each other and our coalition partners. DISA's Multinational Information Sharing (MNIS) Program ensures that these forces can work together and communicate effectively. We establish the standards for information formatting and encryption, and facilitate the sharing of that information in a single joint environment.

These efforts ensure joint forces share a common operational picture and contribute to enhanced intelligence, informed decision-making, and mission success.

NET-CENTRIC ENTERPRISE SERVICES (NCES)

NCES LogoNet-Centric Enterprise Services (NCES) enables information sharing by connecting people and systems that have information (data and services) with those who need information.

NCES is creating better access to information, enhancing its reach, richness and depth, as a way to promote superior decision-making across the DoD community. We are building the infrastructure that enables net-centric operations to drive collaboration among people and systems.

NCES will make superior decisions a strategic advantage for the DoD.

SATELLITE COMMUNICATIONS

Satellite communication (SATCOM) expands the reach of the network and delivers communication capabilities anytime, anywhere, and in any environment. Within the DoD, DISA leads the effort to provide innovative, responsive, and cost effective SATCOM services to our customers.

DISA is involved in all segments of the SATCOM environment:

  • Commercial SATCOM: We are the sole authorized provider of commercial SATCOM services to the DoD.

  • DoD Teleport System: We provide deployed warfighters with seamless voice, video, and data reachback capabilities.

  • Joint Internet Protocol Modem (JIPM): We are developing a net-centric communication footprint within the DoD Teleports to ensure the secure transmission of Internet Protocol over satellite communication systems.

  • Presidential Communication Modernization (PCM): We provide state-of-the-art, modernized voice, video, and data communications capabilities for the president and his staff.

  • Global Electromagnetic Spectrum Information System (GEMSIS): We are transforming spectrum operations into a responsive, agile, and on-demand capability to ensure spectrum access for our warfighters.

Whether for the commander-in-chief or the warfighter, DISA is committed to remaining ready, reliable and relevant by providing the best value SATCOM capabilities and services as rapidly as possibly.

SPECTRUM

Today, access to the electromagnetic spectrum enables our warfighters to use many technologies, including, radar, navigation, weapons, and communications systems. Future technologies will utilize spectrum as the foundation for wireless capabilities, which are essential to extending "power to the edge."

Spectrum is a finite resource, though, and its use must be carefully managed. DISA's Defense Spectrum Organization (DSO) is the DoD center of excellence for spectrum management. Our challenge is to develop policies and technological standards that use spectrum more efficiently, while ensuring the regulatory framework remains flexible enough to accommodate and promote emerging technologies.

TESTING

Today's information technology (IT) systems and equipment must be able to communicate not only within a specific branch of the military, but with other services, agencies, and coalition partners.

DISA's Joint Interoperability Test Command (JITC) is recognized throughout DoD and industry for their diligence in extensively testing and providing joint certification for the net-centric systems employed by our armed forces.

The testing and certification of the IT systems and equipment prior to downrange deployment is a critical component of ensuring warfighter success. At DISA, the safety of our men and women in uniform is paramount, which is why we believe the battleground should not be the testing ground.
