 -   CDBG Data Cleanup
Each week, CPD provides grantees with an updated workbook that lists CDBG activities with missing accomplishment data (step 1) or activities with national objective codes that do not match matrix codes (step 2).
Step 3 of the CDBG data cleanup initiative asks grantees to correct data previously entered in IDIS. As with Steps 1 and 2, the data selected for review includes all activities with a status of Funds Budgeted and Underway, as well as all activities completed on or after October 1, 1998. The spreadsheets for Steps 1, 2 and 3 have been combined into a workbook with three parts.

This booklet describes the relocation payments and other relocation assistance provided under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA) to tenants displaced from their homes. This includes any family or individual that must move as a direct result of rehabilitation, demolition or acquisition for a project in which Federal funds are used.

 -   Changes to the HOME Final Rule
This final rule makes several streamlining and clarifying amendments to the regulations for the HOME Investment Partnerships Program (HOME Program). The final rule also updates the regulations to reflect the provision of housing assistance to Indian tribes under the Native American Housing Assistance and Self-Determination Act of 1996. Further, the rule clarifies the consortia requalification requirements by codifying the streamlined approach adopted beginning with the Fiscal Year (FY) 1999 grant cycle. Further, the final rule increases the flexibility of participating jurisdictions in using program income to pay administrative costs.

 -   Proposed Revision to OMB Circular A-133
The Office of Management and Budget (OMB) has proposed a revision to OMB Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations. Among other changes, it would raise the threshold for audit from $300,000 to $500,000 and increase the threshold for cognizant agency for audit from $25 million to $50 million. For any of CPD's grantees who may wish to provide comments on these changes, they are due to OMB by October 11, 2002.

As part of HUD's continuing effort to provide grantees and citizens with information on the status of our programs, CPD has developed profiles that show how each entitlement community expended CDBG funds during its most recently completed program year. With these profiles, you can quickly and easily become more informed on how CDBG funds are being spent by any one of the entitlement grantees to which funds are awarded or at the national level.

 -   FY 2003 CDBG Estimates
The FY2002 CDBG allocations were made using population data from census 2000 and poverty and housing data from the 1990 census. For FY2003, census 2000 data will be used for all factors in the CDBG formula. While we don't know what amount of money will be appropriated for CDBG in FY2003, the once a decade updating of poverty and housing data will result in large increases and decreases in the CDBG allocations of many states, metropolitan cities and urban counties.
The 2003 estimates have been enacted.
