Since
1994, HOME Program formula allocations to participating jurisdictions
(PJs) have been based upon 1990 Census data. HUD has now received
the 2000 Census data that will be used as the basis for HOME allocations
beginning in FY 2003. Program allocations in the past several years
have increasingly failed to reflect the changing demographic characteristics
and housing conditions in our communities. The use of 2000 Census
data will enable us to correct this disparity.
Congress
has not yet completed work on the FY 2003 HOME appropriation. However,
in order to keep you informed about how this change in Census data
may affect your jurisdiction as your FY 2003 planning process moves
forward, HUD has prepared estimates
of your FY 2003 HOME funding based upon "flat funding"
(i.e., at the 2002 HOME appropriation level) and "high funding"
(i.e., based upon the Senate Appropriations Committee Markup of
the HOME Program's FY 2003 appropriation). Your actual FY 2003 HOME
allocation will depend upon the size of the HOME appropriation determined
in conference between the Senate and the House, and the number of
new PJs entering the program. Please note that several individual
PJs are shown as having lost 100 percent of their funding on the
estimates table when in fact they are noted elsewhere on the table
as joining and being funded as a consortium - a new geography for
HOME allocation purposes.
HUD
is required to allocate HOME funds based upon the established formula
factors contained in the regulations found at 24 CFR Part 92.50
and to use the latest available Census data. A description
of the formula factors and process used to calculate individual
PJ HOME Program allocations has been prepared for you as well as
a breakout
of Census changes by formula factor for your jurisdiction (1.59
MB) and a summary
of national Census trends. Finally, in
the Match
Reductions portion, where appropriate, HUD provides estimated
HOME match reductions by PJ for fiscal distress using 2000 Census
data.
The
effects of the new census data on the HOME Program vary widely,
and in some cases dramatically, among PJs depending upon the extent
of the relative changes in demography, poverty, and housing stock
conditions experienced over the past decade. Click on your State
