Definition

This is the phase following RA and before Deletion, while the remedy is monitored for proper operation.  The Operational and Functional (OF) phase may last for one to five years or more.  An OF file is opened after the final Remedial Action (RA) report is accepted and is closed when the Final Close-Out report is accepted.  This is a phase of approximately one to three years following remediation completion, prior to the Operations and Maintenance (OM) phase (i.e., primarily for groundwater systems). Code general correspondence that is related to O&F here; but, if the correspondence relates to any of the more specific topics in this section, code it to that keyword code.

24.01 Monthly Site Status Summaries
This is the monthly summary of work done on the site prepared by the Remedial Project Manager (RPM) during the OF phase.

24.02 Statement of Work
This is an EPA document outlining the work to be performed.  This is the technical direction from the EPA.  Also included is an Independent Government Cost Estimate (IGCE) of the time and costs for each task.  Possibly confidential.

24.03 Workplans and/or Amendments
A workplan outlines the approach for studies or activities as submitted by those responsible for undertaking the work for OF.  There is generally a draft submitted for review and comments, and then a final.  Following final approval of the workplan, amendments are used to change what was originally designated or agreed upon.  Workplans can include plans for Sampling Plans, the Health and Safety Plan, QA/QC plans, etc.  If the workplan is for an EPA contractor and includes detailed cost information the entire workplan should be filed in 91.01 Contractor Confidential Cost Proposals and this should be a secondary Keyword.

24.04 Contractor Deliverables
  These are reports which include progress or other studies that are required of the contractor under the terms of the contract.

24.05 Preliminary Close-Out Report
  This is a report that summarizes the hazard, the response action, the completion of construction, steps remaining for site completion, and a schedule for completion of such activities.  There is a Preliminary Close-Out report at the completion of work on each operable unit.

24.06 Operational and Functional Report
These are any routine progress reports generated during the OF phase  which could include results of routine sampling or monitoring.

24.07 Final Close-Out Report
After all sampling or other activities are completed to ensure that the remedy is operational and functional for the entire site including all operable units, a final close-out report is approved by the Regional Administrator.  This report signifies that the site is ready for deletion from the NPL.

24.08 General Correspondence

Any correspondence including letters, memoranda, notes, and record of communications generated or received by the EPA.
