Statewide Children's Wraparound Initiative
Governor Ted Kulongoski issued an executive order creating the Children's Wraparound Steering Committee, charging them with developing a statewide plan to provide integrated care for children with, or at risk of developing, significant emotional, behavioral or substance abuse problems.
"My vision is of an Oregon where every child is safe, healthy, ready for school and ready for life," said the governor. "This Order sets in motion the redesign of behavioral health service to provide early treatment and support in a personalized manner for young Oregonians across the state."
The Children's Wraparound Steering Committee is charged with submiting a strategic plan to the governor by October 2007. The plan will let the state:
- Provide care and support services for emotional, behavioral or substance abuse problems as early as possible to increase academic achievement in school and reduce the number of children entering foster care or the juvenile justice system with such needs;
- Tailor services, to the greatest extent possible, based on the needs of individual children and families, rather than on systematic requirements;
- Emphasize the self-determination of children and families in designing their own care and support services; and
- Maximize the availability of resources for children and youth across to ensure access to the appropriate behavioral health services and other support services.
