Location/Description
|
Breckenridge is in Wilkin County in western Minnesota, approximately 200 miles north and west of the Twin Cities metropolitan area. The Red River of the North and the Bois de Sioux River bound the city on the west. The Ottertail River flows from the east, bisecting the city. Wahpeton, N.D., lies west across the Red River from Breckenridge.
The devastating flood of 1997 flood in the Red River basin generated a strong determination by all levels of government to implement permanent flood risk management projects for urban communities along the Red River of the North, including Breckenridge, Minn., and its sister city, Wahpeton, N.D.

Background
|
Section 205 of the 1948 Flood Control Act, as amended, authorizes construction of small projects for flood risk management. The federal cost is limited to $7 million. The project at Breckenridge was started under this authority. The federal portion of the estimated project costs exceeded the federal limit by a considerable amount. The project was transitioned from a continuing authorities program project to a specifically authorized project in 2001.
A feasibility study was completed in September 2000 and approved by Corps division higher authority in February 2001. Corps headquarters completed and approved a budgetary review in May 2002. The study recommended a high-flow diversion channel north of the Ottertail River to the Red River and two separable permanent levee reaches that would protect all of Breckenridge. Congress authorized the project consistent with the plans identified in the feasibility report and appropriated construction funding in 2001. The project cooperation agreement was executed in August 2002. The Office of Management and Budget cleared the report in April 2007.

Status
|
The project is divided into three stages: Stage 1 - the diversion channel, and Stages 2a and 2b - the levee work in the city. The Stage 1 construction contract was awarded in May 2003 and completed in June 2005. The diversion channel is operational and was used for the first time in summer 2005. During the 2006 flood, the diversion channel prevented $26 million in damages.
Stage 2 plans and specifications have been delayed by a lack of federal funds. Stage 2b plans and specifications are scheduled to be completed by fall 2008. Stage 2b1 construction was awarded in spring 2008. Stage 2b2 will be ready for a construction start in 2009.
