Material Disposition implements the requirements of the Federal Property Management Regulation (FPMR), and other laws and regulations as appropriate, as they apply to the disposition of excess, surplus, and foreign excess personal property (FEPP). It applies to the disposition of excess, surplus and FEPP, and other property as authorized. Personal property (including scrap) shall be disposed of in a manner that ensures maximum use to satisfy valid needs, permits authorized donations, obtains optimum monetary return to the U. S. Government for property sold, protects the environment, and minimizes the need for abandonment or destruction. This program is executed thru the DOD Directive 4140.1, Supply Chain Materiel Management Policy and DOD manuals DOD 4160.21-M Defense Materiel Disposition Manual and DOD 4160.21-M-1 Defense Demilitarization Manual.
