Logistics Resource Analysis

Oversight of DoD logistics requires capability to assess logistics investment across the FYDP by Component and at the aggregate DoD level. In addition, logistics investment by functional category and by Joint Logistics Capability Area must also be understood as part of the oversight responsibility. Logistics Resource Analysis as performed by the Office of Supply Chain Integration (SCI) focuses on enhancing the visibility of logistics resources, increasing its analytical capability, and improving resource alignment with joint logistics capabilities. Ultimately, logistics resource analysis efforts support the responsibilities assigned to Deputy Under Secretary for Logistics and Materiel Readiness, as the principal logistics official within the senior management of the DoD, and the Under Secretary of Defense for Acquisition, Technology and Logistics, as the principal staff assistant and advisor to the Secretary of Defense for all matters relating to the DoD logistics.

Expanding logistics resource analysis allows the DUSD (L&MR) and his staff to participate in the DoD Planning, Programming, and Budgeting System with respect to assigned areas of responsibilities. It ensures that a relevant and meaningful analysis and assessment is conducted regarding the contents of programmed and budgeted logistics resources. The current focus is on DoD’s Operations and Maintenance (O&M) accounting categories and program elements. SCI has developed, with assistance of a team comprised of SCI, OSD Program Analysis and Evaluation, and Comptroller personnel, business rules that better link resources to O&M logistics sustainment capabilities. Based on the results of that work, SCI reached agreement with the Office of Secretary of Defense (Comptroller) (OSD(C)) to reiterate those business rules in future budget submission instructions. Enforcement of those rules will improve the logistics resource information included in the annual DoD Logistics Resource Baseline. Subsequent analysis will examine additional O&M data sources in depth and explore ways to identify logistics resources in procurement, RDT&E and manpower accounts.

In this role, SCI specifically facilitates senior management in the ODUSD (L&MR) with support as follows:

  • Working collaboratively with DoD Components to ensure adherence to procedures prescribed for logistics input to Operations and Maintenance (O&M) accounting categories and program elements.
  • Expanding analysis of O&M data/data resources for more in-depth assessment of logistics impacts. Explore the content of budget exhibits and justification submitted to Congress. (e.g., Impacts of changes in flying hours, ground vehicle operations, maintenance, transportation, and MOB programs, etc.)
  • Conducting analysis and exploring ways to identify logistics resources in Procurement, Research, Development, Test, and Evaluation and Manpower accounts.
  • Exploring and developing capability to review Defense Working Capital Fund shortfalls from a functional perspective to support DoD Logistics Components in Quarterly Execution Reviews.
  • Enabling effective advocacy and participation by ODUSD (L&MR) personnel in the Programming and Budgeting Cycle.

ODUSD (L&MR)/SCI must facilitate clear funding streams to maintain critical logistics capabilities and acquisition of additional logistics capabilities, when necessary. We are endeavoring to provide analytical capabilities that enable and strengthen dedicated analysts within the supply chain community to substantively review formal resource streams for logistics impacts. The associated analysis will be enabled by an integrated review through the lens of informed resource managers and logistics policy expertise. The team comprised of L&MR (SCI), OSD (PAE) and OSD Comptroller personnel complements this effort. Our effort will provide capabilities to ascertain that logistics resources are adequately captured and monitored.
