CARES Decision
St. Albans Primary & Extended Care Center (PECC), New York
The Secretary has reviewed the contractor’s Stage I report and the recommendations of the Local Advisory Panel (LAP) and decided to conclude the St. Albans CARES Business Plan Study. The Secretary has selected to continue the study internally by selecting an option to develop a capital plan for new construction on site and a related re-use plan for the campus. VA plans to replace existing facilities on site with a new nursing home, outpatient clinic and domiciliary facility consolidated on the north end of the campus, and to maintain access to the campus via Linden Boulevard. The construction of the new VA nursing home must be sensitive to the surrounding community’s concerns, especially regarding the height of buildings and the consideration for keeping the current auditorium and chapel. The LAP will continue until the reuse plan is completed however, the contractor will not conduct a Stage 2 Study.
