The Infrastructure Division:

  • Manages the SC-facilities and infrastructure program which supports the preservation, renewal, and development of the SC laboratories' infrastructures to meet the needs of existing, new, or expanding SC/Departmental research missions. Funding for this Science Laboratories Infrastructure (SLI) program includes line item construction, Payment In Lieu of Taxes (PILT) to local communities around Argonne National Laboratory and Brookhaven National Laboratory, the Oak Ridge Office landlord subprogram, and the excess facilities disposition subprogram. Coordinates the formulationa nd defense of budget requirements as they relate to the SLI program including the Laboratory Modernization Initiative. Provides advice and recommendations to the SSI Associate Director.

  • Serves as the technical and subject matter expert (SME) on SC Facility and Infrastructure (F&I) management including maintenance, deferred maintenance, rcapitalization; excess facilities transfer and disposition, space management requirements, site planning, real estates, facility information and energy and utility management.

  • Provides independent advice to the SC Director, the Principal Deputy Director for SC Programs, the Deputy Director for FO, and the Associate Director SSI on policy and other matters relating to F&I management at the SC laboratories and on the development and implementation of SC's F&I goals.

  • Develops guidance for SC Program, Site Offices and the ISC to ensure effective and consistent implementaiton of SC F&I policy across the SC complex. Also prepares required SC F&I reports including the Integrated Facilities & Infrastructure [add web link] (IFI) Crosscut Budget.

  • Prepares SC annual guidance for the preparation of the annual Ten Year Site Plans (TYSP's) required by DOE Real Property Asset Management Order. Provides for their review within SC Field Operations and Program Organizations and prepares a recommendation for their approval/disapproval.

  • Serves as SC's representative to the DOE Facility Information Management Systems (FIMS) Steering Group. Develops SC guidance for implementation of FIMS for data fields such as mission dipendency and SC quality assurance and validation progesses [set up link here].

  • Integrates comments from throughout the SC complex regarding the impact of proposed or revised legislation, Executive Orders, and DOE policies and requirements on the infrastructure of SC laboratories. Raises opposing positions to the Deputy Director for FO when resolution cannot be obtained; recommends an SC corporate position to the Associate Director.

  • Champions SC interests regarding the development of F&I policy, requirements, or initiatives by the Department, other Executive Branch agencies, or the Congress; advocates SC positions and works to resolve disputes. Raises high-visibility and sensitive issues to the Associate Director and other SC Principals when necessary.

  • Manages and maintains the SC Space Bank database. Provides support to the SC Space Manager in allocating space for new construction projects. Provides support to SC Program and Field Offices on general F&I issues and in the implementation of SC’s Space Management policies to ensure offsetting space requirements for new facilities are met (i.e., obtaining waivers).

  • In coordination with SC Program Offices, Site Offices and the ISC, integrates DOE policies and directives on infrastructure with best business practices. Supports the lessons-learned program in the infrastructure area by analyzing trends and information to share across the complex. Participates in activities to benchmark infrastructure practices with industry and other Government laboratories especially via the EFCOG (Energy Facilities Contractors Group), and the Laboratory Management Council.

  • Supports real estate transactions including leases, 3rd party proposals and transfers that require SC Hqs involvement. Also provides advice and recommends corrective actions on the activities of private and public utilities which impact DOE laboratories.

  • Serves as the Program Manager for processing final occurrence reports for “balance of plant” facilities at the SC multi-program laboratories.
