Mission Dependency

Executive Order (E.O.) 13327  – Federal Real Property Asset Management, was signed by the President Bush on February 4, 2004, and was made a program Initiative to the President’s Management Agenda.  The E.O. has several major provisions, including the establishment of the Federal Real Property Council (FRPC)  and the identification of 23 real property mandatory data elements that will be captured and reported by all executive agencies for each capitalized real property asset.  These data elements include four (4) performance measures:  1) Utilization; 2) Condition Index; 3) Mission Dependency; and 4) Annual Operating Costs. 

 

Performance Element #3 – Mission Dependency

 

Performance Measure No. 3, Mission Dependency, is defined as the value an asset brings to the performance of the mission as determined by the governing agency in one of the following categories:

 

1.    Mission Critical – without constructed asset or parcel of land, mission is compromised;

2.    Mission Dependent, Not Critical – does not fit into Mission Critical or Not Mission Dependent categories;

3.    Not Mission Dependent – mission unaffected.

 

The Department of Energy has provided more detailed definitions as shown below:

 

o        Mission Critical – Land or constructed assets deemed necessary to perform the primary missions assigned to a particular Site.  This would encompass any facility or infrastructure predominantly used to perform scientific, production, environmental restoration or stockpile stewardship and without which, operations would be disrupted or placed at risk.

 

o        Mission Dependent, Not Critical – Land or constructed assets that play a supporting role in meeting the primary missions assigned to a particular Site.  Loss of Mission Dependent, Not Critical assets would not immediately disrupt operations and can be reasonably restored or otherwise addressed prior to impacting operations.

 

o        Not Mission Dependent – Land or constructed assets that are not in support of the primary missions assigned to a particular Site but support secondary missions and/or quality of workplace initiatives.  Loss of a Not Mission Dependent asset results in inconvenience and indirectly impacts operations if unavailable for an extended period.  Further, assets determined to be excess to the site mission fall under this category.

 

 

To further clarify the above definitions, SC’s has issued a decision tree for determining mission dependency of an asset.  The general SC philosophy is that all facilities are mission related (i.e., Mission Critical or, Mission Dependent, Non Critical) unless they are non-operating excess.  Also, laboratory buildings (FIMS Usage Category 700) are automatically designated as Mission Critical; however a site may request approval from SC-31.2 for a lower designation.

 

Based on the SC approach, SC mission critical facilities account for 66% of SC’s building square footage is Mission Critical.
