Victims' Rights: America's Values icon

Each year OVC helps lead communities across the country in their observances of National Crime Victims’ Rights Week (NCVRW). The annual commemoration promotes victims’ rights and services in all sectors of our society.

President Bush proclaims April 18-24, 2004, as National Crime Victims' Rights Week. This year also marks the 20th anniversary of the passage of the Victims of Crime Act of 1984 (VOCA), landmark legislation that sustains thousands of local victim assistance programs across the country.

The 2004 National Crime Victims' Rights Week Resource Guide was developed to help communities promote awareness of victim issues all year long. New resources added to the 2004 guide include:

  • Guidelines for a student poster/essay contest
  • A DVD highlighting the NCVRW theme View Video Clip Icon
  • Camera-ready art files on CD-ROM

Scheduled Events

The Attorney General of the United States, John Ashcroft, invited guests to attend the National Observance and Candlelight Ceremony.  Download the invitation (PDF 606 kb).

The candlelight observance was held at 6:30 p.m. Wednesday, April 21, 2004,  at the Hall of Flags of the U.S. Chamber of Commerce, 1615 H Street, NW., Washington, DC. Directions to the U.S. Chamber of Commerce.

More details on this special commemoration and other NCVRW events will be provided as soon as these become available.

Community Awareness Projects

OVC is helping 64 organizations and agencies with community awareness projects that support the 2004 National Crime Victims' Rights Week (NCVRW) by authorizing up to $5,000 in reimbursements for outreach activities.

These 64 authorized organizations or OVC-to-be-funded grantees are public agencies, nonprofits, community-based victim service organizations, faith-based organizations, and community coalitions that have applied for NCVRW funding in 2003 to promote and increase awareness of victims' rights and services.

Victims Services Awards Ceremony

Nomination Form thumbnail for the 2004 National Crime Victims' Rights Week AwardsThe Office for Victims of Crime annually recognizes individuals and organizations that demonstrate outstanding service in supporting victims and victim services. Winners are selected from public nominations for awards in six categories:

  • National Crime Victim Service Award
  • Award for Professional Innovation in Victim Services
  • Special Courage Award
  • Volunteer for Victims Award
  • Crime Victims Fund Award
  • Federal Service Award
