FEMA requires the use of the Mitigation eGrants system to submit applications for the Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant programs. This page describes the application submission process in the eGrants External sytem by Grant Applicant and Subgrant Applicant users as well as the review, award and monitoring of PDM and FMA applications in the eGrants Internal system by FEMA.
Application Submittal
The application process in the eGrants External system follows a specific sequence:
Local government and tribal officials acting as Subgrant Applicant users create planning and project subgrant applications and submit them to their state for review. States may require submittal of a project pre-application for review before allowing a Subgrant Applicant user to submit a project subgrant application.
For Subapplicants that do not use the eGrants system to submit subgrant applications, the Grant Applicant user must enter the paper application(s) into the eGrants system on the Subapplicant’s behalf.
States, tribes and territories acting as Grant Applicant users review subgrant applications submitted by their Subapplicants.
Grant Applicant users may request revisions to subgrant applications, and Subgrant Applicant users may revise their subgrant applications and resubmit them. For subgrant applications that the Grant Applicant user entered on behalf of thier Subapplicant, the Grant Applicant user must make the revisions to the sugrant application..
Grant Applicant users may create and submit their own planning, project, management costs and technical assistance subgrant applications. These do not require review and approval.
Grant Applicant users approve subgrant applications submitted by Subgrant Applicant users. Only approved subgrant applications can be included in a PDM or FMA grant application for submittal to FEMA.
Grant Applicants create PDM and FMA grant applications to which they attach approved subgrant applications, which they must rank in order of their priority, and submit to FEMA.

Review, Award and Monitoring Process
The application review process conducted by FEMA users in the eGrants Internal System to determine which subgrant applications attached to PDM and FMA grant applications will be Identified for Further review follows a specific eligibility workflow.
FEMA awards subgrant applications of and monitoring processes are coordinated by FEMA and the Grant Applicant in both the External and Internal eGrants systems.
FEMA reviews submitted PDM and FMA grant applications and the subgrants attached to them for eligibility and completeness in accordance with the Hazard Mitigation Assistance (HMA) Guidance. Project subgrant applications are also reviewed for cost effectiveness and feasibility and conformance with an approved mitigation plan.
FEMA selects eligible planning and project subgrant applications for further review based on the agency's priorities for the program, which are outlined in the Notice of Funding Opportunity posted on Grants.gov that announces the application period for the programs.
FEMA may request revisions to a PDM or FMA grant application or allow the Grant Applicant user to attach additional subgrant applications, and the Grant Applicant user may make revisions and resubmit the grant application to FEMA.
FEMA may also request revisions to subgrant applications. The Grant Applicant user may revise certain sections of the subgrant application and must release certain sections to the Subgrant Applicant user who submitted it to make revisions and resubmit to the Grant Applicant user. Once revisions are complete, the Grant Applicant must resubmit the subgrant application to FEMA.
FEMA's environmental and historic preservation (EHP) review must be completed prior to award of project subgrant applications. The EHP review is documented in the Environmental Management Information System used by FEMA Environmental Officers.
The award process takes place in the eGrants Internal system, but the award package is provided to the Grants Applicant user in the eGrants External system after FEMA has obligated the funds for approved subgrant applications.
Applicants are required to submit Quarterly Program Performance Reports (PPR) to FEMA on the progress of the grant, including all awarded subgrants, throughout the period of performance as a condition of the award. The Grant Applicant user may submit the PPR via the eGrants External system, and FEMA will review and approve it in the eGrants Internal system or may request revisions from the Grant Applicant user if needed.
