The United States Department of Transportation’s National Highway Traffic Safety Administration is expanding and accelerating the recall of Takata air bag inflators. The decision follows the agency’s confirmation of the root cause behind the inflators’ propensity to rupture. Ruptures of the Takata inflators have been tied to ten deaths and more than 100 injuries in the United States.

Under the Amended Consent Order issued to Takata this week, the company is required to make a series of safety defect decisions that will support vehicle manufacturer recall campaigns of an additional estimated 35-40 million inflators, adding to the already 28.8 million inflators previously recalled. These expansions are planned to take place in phases between May 2016 and December 2019. The expansions mean that all Takata ammonium nitrate-based propellant driver and passenger frontal air bag inflators without a chemical drying agent, also known as a desiccant, will be recalled.

March 24

BMW has informed the National Highway Traffic Safety Administration that it will be unable to meet its March 31 deadline to acquire a sufficient supply of remedy parts for one of the Takata inflators under recall, as required by the November 3, 2015, Coordinated Remedy Order. The alternate inflator that BMW’s supplier had developed to replace the defective Takata PSDI-4 driver-side air bag inflator failed during recent testing. In order to ensure that unsafe air bag inflators are replaced with safe ones, NHTSA is requiring BMW to acquire a sufficient supply no later than August 31, 2016, as detailed in this amendment. NHTSA's priority continues to be ensuring that unsafe air bag inflators are replaced with safe ones.

BMW (Recall 16V-071), Daimler Vans (Recall 16V-077 – including Sprinter Vans labeled Mercedes-Benz, Dodge and Freightliner), Ford, Honda (including Acura), Mazda, Mercedes-Benz (Recall 16V-081 – including Chrysler), and Volkswagen (Recalls 16V-078 and 16V-079 – including Audi) have expanded their Takata recalls to include vehicles equipped with driver-side air bag inflators that Takata has declared defective. On January 22, NHTSA alerted consumers that these expansions were imminent. Ford and BMW have made Vehicle Identification Numbers searchable through NHTSA’s VIN look-up tool, so owners can enter their VINs and see if their vehicles are under recall. Honda, Volkswagen, and Mercedes-Benz will make affected VINs searchable in the coming days, and NHTSA will update this site as those VINs become available.

NHTSA on January 22 announced new developments about defective Takata air bag inflators that will lead to additional vehicle recalls. Sadly the agency also announced the ninth U.S. fatality caused by a rupture of a Takata air bag inflator, and the tenth worldwide. The incident involved a 2006 Ford Ranger that was involved in a crash in South Carolina in late December. Based on this incident, Takata has declared certain SDI-model driver-side inflators to be defective, Recall 16E-006. In addition, NHTSA announced that Takata had declared certain PSDI-5 model inflators defective, after the rupture of four of those inflators that were recovered during a Toyota recall, Recall 16E-005. The agency estimates that these expanded recalls will affect roughly 5 million vehicles, and that vehicles made by Audi, BMW, Daimler Vans, Ford, Honda, Mazda, Mercedes Benz, Saab and Volkswagen will be affected. An updated list of affected makes, models and model years will be made available as soon as NHTSA receives the information from affected automakers.

NHTSA has received the list of vehicles from Ford that are affected by the recent expansion of the Takata air bag recalls. The recall affects more than 360,000 Ford Ranger trucks from model years 2004-2006, Recall 16V-036. Ford has notified NHTSA that the vehicle identification numbers (VINs) included in these recalls are now available on NHTSA’s VIN look-up tool or the manufacturer’s Web site, so consumers can use the VIN look-up to check if their vehicle is affected. If your vehicle is included in this recall, follow up with the manufacturer to get interim guidance.

NHTSA announced today that the pace of recall completion is accelerating rapidly for vehicles with defective Takata air bags. In the two-week period ending December 4, just over 950,000 vehicles have been repaired. To help oversee future progress, NHTSA selected John D. Buretta, a partner at the law firm Cravath, Swain & Moore to serve as the Takata monitor. Mr. Buretta will be responsible for assisting the agency in providing important oversight of both the coordinated remedy program and of Takata’s compliance with consent orders.

The news comes as three automakers revise and expand their Takata passenger inflator recalls to include more model years, or additional vehicles and/or inflators from model years affected by existing recalls (including driver air bag recalls). The expansions are the result of Takata ballistic testing conducted over recent months. Consumers are urged to check their Vehicle Identification Number (VIN) for open recalls and to contact their local dealer to schedule repairs.

Sadly the agency also announces the eighth U.S. fatality likely caused by a rupture of a Takata air bag inflator, and the ninth worldwide. Although yet to be confirmed by the manufacturer, the incident involved a model year 2001 vehicle that spent most of it service life in the high absolute humidity (HAH) region and had been under recall for many years. The fatality was the result of a driver air bag rupture, as has been the case for all known fatalities.

Press Conference on the Coordinated Remedy Proceeding and Takata Air Bags

To protect the American public from certain defective air bag inflators supplied by Takata, NHTSA ordered all 12 vehicle manufacturers to accelerate recall repairs and prioritize vehicles to reduce the risk of rupture under a Coordinated Remedy Order. Completion deadlines for fixing the 19 million vehicles under recall will begin in 2017 and end in 2019. Under a NHTSA Consent Order, Takata has agreed to Federal oversight for the next five years, to phase out the use of the propellant believed to be related to the air bag inflator ruptures, and to pay record civil penalties up to $200 million. Public Information Meeting: The Coordinated Remedy Proceeding on Recalled Takata Inflators

On Thursday, October 22, 2015, NHTSA held a public information meeting on the recalls of Takata air bag inflators and the Coordinated Remedy Program Proceeding. During the meeting, NHTSA Administrator Mark Rosekind and representatives from NHTSA’s Vehicle Safety Division updated the public on the safety risks associated with certain Takata air bag inflators, steps the Federal government and the auto industry are taking to address those risks, challenges to repairing vehicles quickly and measures the public can take to protect themselves. Administrator Rosekind made it clear that NHTSA’s goal is a safe air bag in every vehicle in the United States, and he urged everyone to use NHTSA’s VIN lookup tool to determine if their vehicle is under one of the Takata recalls or any other safety recall. He also explained that NHTSA is considering a number of steps that could accelerate repairs and ensure that the inflators that present the greatest safety risk get replaced first. NHTSA continues to study the possible establishment of a Coordinated Remedy Program to address defective Takata air bag inflators and ensure that all affected vehicles have safe air bags as quickly as possible. NHTSA has consulted with all 12 affected vehicle manufacturers, as well as numerous air bag suppliers, to gather information on inflator supplies, risk factors, and the biggest obstacles to replacing defective inflators. NHTSA intends to hold an event in the fall to allow public discussion of these efforts, and may issue a Coordinated Remedy Program plan that would ensure that the greatest safety risks are addressed first and that every defective inflator is replaced with a safe one as soon as possible. NHTSA’s current estimate of the number of defective inflators installed in U.S. vehicles is 23.4 million, somewhat lower than earlier estimates of more than 30 million. This revised estimate is based on the most recent and accurate information provided by the affected automakers, and includes approximately 4 million vehicles that have already been repaired. Approximately 4 million vehicles have defective inflators in both driver- and passenger-side air bags.

NHTSA has also completed its own initial testing of Takata inflators, designed as a check on the validity of test results from Takata and other sources. Preliminary results are broadly consistent with data from Takata, including Takata’s findings on the risk associated with vehicles from high-humidity geographic areas.

NHTSA is also investigating the recent rupture of a Takata-made seat-mounted side air bag, as well as failures of side air bag inflators in testing. NHTSA is assessing information on this issue and will take whatever actions are necessary to protect public safety. NHTSA is continuing its investigation into possible violations of the Motor Vehicle Safety Act involving defective Takata inflators. Investigating potential violations of law, and holding manufacturers accountable for such violations, is an essential tool in NHTSA’s mission to protect American consumers from defective products. If NHTSA determines there are violations of the Safety Act, the agency will use its enforcement tools to ensure accountability.

NHTSA Issues Notice of Intent

On May 22, 2015, the Federal Register published NHTSA’s notice of intent to start a formal process to coordinate and accelerate the repair of millions of vehicles that have defective Takata air bags. Publishing the notice is the first step in a process designed to ensure that every vehicle in America has safe air bags as quickly as possible. U.S. DOT Announces National Recall of Takata Air Bags

At the insistence of the U.S. Department of Transportation, Takata has determined that a defect exists in some of its air bag inflators. Takata has agreed to a national recall of certain types of frontal driver and passenger side air bag inflators used in vehicles manufactured by BMW, Chrysler, Daimler Trucks, Ford, General Motors, Honda, Mazda, Mitsubishi, Nissan, Subaru and Toyota. These inflators were made with a propellant that can degrade over time and has led to ruptures that have been blamed for six deaths worldwide. The action expands the number of vehicles to be recalled for defective Takata inflators to nearly 34 million (now estimated to be 32 million).

NHTSA is waiting for the automakers to supply a complete list of affected vehicles. As this information becomes available, NHTSA will update this site to provide the American publiwith this information.

Once manufacturers identify which vehicles are affected, use NHTSA’s VIN search tool to confirm whether your individual vehicle is under recall, and search by VIN on a specific vehicle-maker's site . It’s important to check periodically because it’s possible your VIN might not be entered into a manufacturer’s system for several weeks after a recall is first announced. If your vehicle is affected, follow-up with the manufacturer to get interim guidance and get your vehicle fixed as soon as parts are available.

If you haven’t received a notice but believe your vehicle may be included, use NHTSA’s Recalls Lookup Tool to check. Please note that vehicles that have not yet been recalled according to the recall schedule will not be searchable. Vehicle owners should sign up for NHTSA’s Recall Alerts to be notified if their vehicle is affected by the expanded recall. NHTSA also suggests that all consumers check for recalls twice a year, and sign up for Recall Alerts, to see if any vehicle they own is subject to a recall.

This information may also be contained in the letter your vehicle manufacturer sent to you notifying you of a safety recall on your vehicle. If you do not have that letter or cannot recall receiving it, you can always contact your local dealer or your manufacturer directly for more information.

If a dealer refuses to repair your vehicle in accordance with the recall letter, you should notify the manufacturer immediately. You can also file a complaint with NHTSA and provide as many details as possible, including the name of the dealership and any personnel involved.

No. NHTSA estimates that frontal air bags saved 2,400 lives in 2014 alone. It is far more likely that, if you are involved in a crash, your air bag will perform properly and protect you than it will rupture and cause harm. An air bag that is purposely disabled has a 100-percent chance of failing to provide any protection in a crash.

Vehicles equipped with air bags, including air bags that are under recall, save lives and reduce injuries. The vast majority of Takata air bags will perform as expected. However, as made clear by the agency’s unprecedented action, we do not accept even the small number of failures; lives have been lost due to this defect. If you feel uncomfortable continuing to drive your vehicle before the recall repair has been performed on your vehicle, you should contact your dealer and ask for a loaner until an interim or a final repair is completed. Dealers and manufacturers are not required to provide you a loaner car, but it can never hurt to ask.

A small number of manufacturers are replacing older Takata inflators with newly manufactured versions of these same Takata inflators. Even though these replacements will eventually need to be replaced as well, you should still have an interim repair performed if it is offered to you.

The data NHTSA has collected unequivocally points to the age of the inflator as being a critical factor in the likelihood of rupture. An older inflator is more likely to rupture than a newer version of the same inflator. Therefore, replacing the older inflator with a newer version reduces the safety risk associated with your vehicle until a final remedy inflator can be produced and installed. All owners that have an interim remedy applied will still be offered a free final remedy inflator and should be sure to have that repair done as well.

Yes, that is correct. Repairs are prioritized to reduce risk. If you received an interim remedy, your risk has been reduced. A vehicle that has yet to receive any remedy is now a higher priority to be repaired. But it is still better to receive the interim remedy now to reduce your immediate risk. You will still be entitled to a free, final remedy. All vehicles with interim repairs are scheduled to be recalled for the final remedy no later than Dec. 31, 2019. While there is an inconvenience of having your vehicle serviced twice, or having to wait longer for a final remedy, rejecting an interim remedy is not worth the continued higher risk of injury or even death while waiting for the final remedy.

NHTSA is prioritizing Takata air bag repairs to ensure that vehicles with air bags that pose a higher threat to safety are fixed first while simultaneously working to ensure that parts are available to repair every affected vehicle as quickly as possible.

Based on testing, field experience, and research, older inflators in vehicles that have experienced prolonged exposure to hot and humid conditions pose a much greater risk of rupturing. Accordingly, NHTSA has ordered manufacturers to replace inflators in older vehicles that are most likely to have been exposed to hot and humid conditions first. Additional factors, such as whether the inflator is in a driver or passenger side air bag, factor into how your vehicle’s repair has been prioritized.

Regardless of these circumstances, every defective air bag inflator must be—and will be—replaced. We ask for your understanding while the air bags that pose a higher risk to their vehicle’s drivers and occupants are replaced first.

The data collected and examined by NHTSA demonstrates that long-term exposure to combined high heat and humidity creates the risk that a Takata inflator is likely to rupture. A vehicle that “winters” in a hot and humid location is not subjected to the same sustained periods of heat and humidity as a vehicle that has been driven in these conditions year-round for a prolonged period.
