The Bonneville Purchasing Instructions (BPI) are issued by the Head of the Contracting Activity under the authority of the Bonneville Project Act. The BPI establishes BPA-wide policies and procedures for the purchase of supplies and services, including construction services. Congress granted BPA broad power to operate in the marketplace excluding it from many federal laws and regulations concerning procurement. While BPA has adopted some federal purchasing practices to help achieve national priorities, it has also charted a more businesslike purchasing approach in order to operate more effectively in the marketplace.
