Environmental Assessment for Harris County Flood Control District Project, Jersey Village, Harris County, Texas (May 2011)

As a direct result of Hurricane Ike’s heavy rainfall inundating Jersey Village, Texas, severe flooding caused damages to several structures located in the community. The Harris County Flood Control District (HCFCD) has prepared and submitted an application for Federal Emergency Management Agency (FEMA) funding under the Hazard Mitigation Grant Program (HMGP). HCFCD has prepared and submitted the application through the Texas Division of Emergency Management (TDEM). Under this application, FEMA is considering funding the construction of improvements to a stormwater detention basin to reduce the likelihood of future flooding in this area. This Environmental Assessment (EA) has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the President’s Council on Environmental Quality regulations to implement NEPA (40 Code of Federal Regulations [CFR] Parts 1500-1508), and FEMA’s regulations implementing NEPA (44 CFR Part 10).
