A new $357 million TIFIA loan reached financial close on April 29, 2016 to help finance four new express toll lanes on SH 288 in Houston, Texas. The project will add express toll lanes to a 10.3 mile segment of SH 288 between US 59 and the Harris County Line, including direct connector ramps to the Texas Medical Center and an interchange with the Sam Houston Tollway. The project is being implemented as a 52-year design-build-finance-operate-maintain public-private-partnership.

This report identifies best practices in the use of public-private partnerships (P3) where private sector concession companies design build finance operate and maintain new highways and other transportation improvements. The report was prepared by the United States Department of Transportation (U.S. DOT) to describe how public agencies can best work with the private sector to implement new transportation improvements.

The Center for Innovative Finance Support released the P3-VALUE 2.0 Analytical Tool, the second generation of an Excel-based spreadsheet tool designed to educate and assist practitioners in the planning and high-level screening evaluation of P3 procurements. Practitioners may use the tool to better understand the concepts, inputs, key assumptions and outputs from evaluations of risk, financial feasibility, benefit-cost and "value for money" analyses used to compare the aggregate financial benefits and costs of a P3 alternative with conventional procurement.
