Proposed Rule on Freight Performance Measures

The U.S. Department of Transportation’s Federal Highway Administration has published a rulemaking that proposes new performance measures to assess system performance, freight movement, and the CMAQ program.  The proposed regulation calls for an increased level of transparency and accountability in establishing and achieving targets for performance impacting commuters and truck drivers.

The FHWA Office of Freight Management and Operations and other stakeholders are developing performance measures for freight transportation. Freight-specific performance measures help to identify needed transportation improvements and monitor their effectiveness. They also serve as indicators of economic health and traffic congestion.

Vehicle Probe Data Set Information

FHWA has acquired a national data set of average travel times for use in performance measurement. This data set is being made available to States and Metropolitan Planning Organizations (MPOs) as a tool for performance measurement. FOR TECHNICAL ASSISTANCE including help downloading, conflating, linear referencing or doing performance analysis, please send an e-mail request to npmrdshelp@dot.gov. Your request will be sent to the appropriate office, and you will receive a response within two business days.

Call for Data to Validate NPMRDS

Thank you for your use of FHWA's National Performance Measure Research Data Set, which the FHWA has contracted with HERE North America, LLC (formerly known as Nokia/NAVTEQ) to provide. FHWA and its contractors are committed to improving the quality of the data for this data set. Our contractor provides quarter quality validation and calibration so that we can monitor the quality of the data.

One way to improve the quality of the data is for states to provide data by which our contractor can test its data. This data is based on both HERE probe data and American Transportation Research Institute (ATRI) probe data. The objective is to collect, analyze, validate, and disseminate the NPMRDS for various applications in measuring performance, identifying transportation improvement areas and monitoring their effectiveness. As part of this effort, the contract team would appreciate your assistance in providing reference data to validate/calibrate the GPS-based speed data that is used in the NPMRDS database.

HERE is currently seeking the following reference data:

  1. Bluetooth (or other similar technologies) travel time data (per vehicle or aggregated data at 5-minute interval or less), or
  2. Per vehicle WIM data with individual vehicle information (timestamp, speed, class, and WIM station location)
