Policies Effective

Policies Effective  The following issuances are currently in effect. Unless otherwise mentioned within a letter or circular, these procedures and practices are mandatory. RSL and LAC issuance often cover more than one subject, and there may be more than one RSL or LAC that applies to a particular subject with the latest modifying some portion of an earlier issuance. It is the responsibility of the Realty Professional to be familiar with these documents.

Issuance of RLP and Lease Templates

This Lease Acquisition Circular (LAC) issues the templates for Request for Lease Proposals (RLP) and Lease for the models that were developed through the PBS Lease Reform initiative. This LAC also issues a revised Solicitation Provisions, GSA Forms 3516 and 3516A; GSA Form 3516A; General Clauses, GSA Form 3517B; and Representations and Certifications, GSA Forms 3518 and 3518A.

Application of the HUB Zone Price Preference to Leasing
This Lease Acquisition Circular (LAC) issues RLP language, Lease language,
and Lease Offer Forms to apply the HUBZone price preference to Leasing.

Lease Proposals Transmitted by E-mail

Issues revisions to LDG chapter entitled Introduction: General Information, Lease Authorities, and Responsibilities to authorize offerors to transmit lease proposals as attachments to emails.  This LAC also issues revisions to the solicitation for offers (SFO) paragraph, entitled Offer Procedures, and the Request for Lease Proposal (RLP) paragraph entitled Receipt of Offers.
