Over-the-Counter Medicinal Purchases Containing Dextromethorphan (DXM)

MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT:   United States Army Garrison Humphreys Policy Letter #46, Over-the-Counter Medicinal Purchases Containing Dextromethorphan (DXM)


1.  References.

    a.  Department of Defense Education Activity (DODEA) Regulation 2051.1, Disciplinary Rules and Procedures, 16 Aug 96, with C1, 22 Mar 00.

2.  Purpose.  To establish and define enforcement mechanisms regarding purchasing over-the-counter medicines containing Dextromethorphan (DXM) by youth in US Army Garrison Humphreys (USAG Humphreys).  This policy is intended to compliment and support existing regulatory guidance regarding use and possession at school and current restrictions on the sale of medicines containing DXM to youth members of the community.

3.  Definition.  For purposes of this command policy, “youth” refers to SOFA status
dependents and their guests who are 18 years of age and under.

    a.  Dextromethorphan is a semi synthetic narcotic related to opium and found in many overthe-counter cough suppressants in the United States and most countries.  DXM is contained in any drug whose name includes “DM” or “Tuss.”

    b.  The drug comes in various forms.  Most common are cough suppressants in caplet or liquid form, including Robitussin, Vicks Formula 44, Drixoral, Delsym, Pertussin, Coricidin, and several generic brands.

4.  Applicability.

    a.  This policy applies to all youth within USAG Humphreys.

    b.  Supplementation of this policy is not permitted without prior approval of the USAG Humphreys Commander.

5.  Policy.  Youth will not purchase over-the-counter cough medications on post.

6.  General.

    a.  Over-the-Counter Medications.

        (1)  Youth will not purchase over-the-counter cough medications on post.

        (2)  If a youth has in his/her possession a product containing DXM, other than for therapeutic uses, s/he will be dealt with via administrative sanctions ranging from a warning letter, restriction, community service, suspension of ration control privileges, termination of government quarters, debarment from all USAG Humphreys installations to early return to the United States prior to the parent’s/sponsor’s DEROS.

    b.  Primary responsibility.  Primary responsibility for a youth’s health belongs to the parent/sponsor.  Youth who are ill or injured should remain at home, or, if necessary be taken to the hospital.  They should not be sent to school with instructions to go to the school nurse.  Youth who are ill cannot learn effectively, and they spread infection to others.

7.  Responsibilities and Coordination.

    a.  Commanders.  Will ensure USFK military personnel, the civilian components, and Family members comply with this command policy.

    b.  USAG Humphreys Commander.  Will enforce the provisions of this policy as the misconduct action authority for violations.

    c.  USAG Humphreys Director of Emergency Services.

        (1)  Is the designated representative of the USAG Humphreys Commander and has supervisory responsibility over the USAG Humphreys Youth Over-the-Counter Medicinal Purchases Program.

        (2)  Is the USAG Humphreys POC for this policy.  DES will coordinate with USAG Humphreys Civilian Misconduct Actions Officer for the necessary revision when and as needed.

    d.  USAG Humphreys Civilian Misconduct Actions Officer.  Will ensure that the contents of this policy is updated when and as revision to this basic policy is deemed appropriate and/or as recommended by the appropriate Garrison directorate(s).

8.  Exceptions to Policy.

    a.  Personnel requesting an exception to this policy must forward their request to the
USAG Humphreys Directorate of Emergency Services.

    b.  Exceptions concerning this policy will be authorized or approved for a one year period, unless specifically stated in writing by the Commander, USAG Humphreys.

    c.  Personnel requesting an exception to this policy must submit their request to Directorate of Emergency Services (IMHM-ES), USAG Humphreys, Unit #15228, APO AP  96271-5228.
