The Fort Bliss Residential Communities Initiative (RCI) Program Office and Balfour Beatty Communities have formed a partnership that is delivering to the Soldier and their families, quality housing, community facilities and services. Fort Bliss family housing communities have set the standard and are raising the bar for the design, construction and renovation of residential communities in the greater El Paso area.
