ホワイトハウスは４月15日、サイバー空間において信頼できる身分証明に関する国家戦略を公表しました。この戦略は、オンラインサービスを利用するにあたって、安全性が高くて使い勝手がよく、プライバシーが保護され、効率的で革新的な身分証明を作り出すことで、消費者が複数のパスワードを覚える必要もなく様々な取引を利用できる「アイデンティティ・エコシステム」の確立を目指しています。この信頼できるデジタルIDの発行により、オンライン取引をより浸透させ、革新的な新しいサービス創出につなげ、経済成長を促進することも目的に掲げています。

米政府​の財政再建案 (4/14/11)

オバマ大統領は４月13日、米政府の財政赤字を削減し財政を再建するための案を発表しました。2012年度予算教書​で計画していた10年間で１兆ドルの歳出抑制に上積みし、今後12年以内に４兆ドルの財政赤字削減を目指しています。エネルギー改革や教育などに投資し経済成長を促す一方で、安全保障や高齢者医療を含む社会保障など、幅広い分野での削減を行っていくことが財政再建案に盛り込まれています。

米下院のエネルギー・商業委員会の小委員会で４月６日、日本の原子力発電所事故と米国政府の対応に関する公聴会が開催されました。また、３月17日と４月４日には、「米国のエネルギー・イニシアティブ」と題する公聴会が開かれ、増大する中国のエネルギー需要とエネルギー分野における中国の役割や、メキシコ湾のおけるエネルギー生産などについて証言されました。この、「米国のエネルギー・イニシアティブ」公聴会は、今後、何度か開催される予定です。あらかじめ準備された証言内容は以下のサイトでご覧いただけます。

東日本大震災による鉱​業への影響 (4/4/11)

米内務省の地質調査局は３月28日、東日本大震災による鉱業や鉱物加工場への影響について報告書を公表しました。今回の地震により、８つのヨウ素工場、９つのセメント工場、４つの石灰鉱山などが影響を受け、世界のヨウ素市場の４分の１と、日本のセメント製造市場の３分の１などに影響を及ぼす可能性を示唆しています。

エネ​ルギー安全保障政策 (3/31/11)

オバマ大統領は３月30日、米国のエネルギー安全保障政策について演説しました。米国内で石油を増産し、2025年までに石油の輸入を３分の１減らすと共に、石油への依存を減らし、天然ガスやバイオ燃料などを活用していく目標を掲げました。現在、米国のエネルギー需要の約５分の１を賄っている原子力については、安全でクリーンなエネルギーで、気候変動の対応に大きく貢献するものであり、日本での原発事故を受けて、原子力規制委員会に米国内のすべての原子力施設の安全確認をするよう指示したと述べました。大統領の演説と、同日公表された今後のエネルギー政策の構想は、以下のサイトからご覧になれます。

中国の航空宇宙産業 (3/23/11)

米中経済安全保障調査委員会 (USCC) は３月22日、中国の航空宇宙産業に関する報告書を発表しました。中国の航空業界の発展や、民間の航空機製造能力、民間や軍の航空宇宙分野の技術力、中国航空宇宙業界に外国からの参入を促す中国政府の働きかけ、米国を含む外国の航空宇宙会社がどの程度、部品などを中国に頼っているかなどについてまとめられています。また、中国の航空機製造業発展において外国企業が果たす役割や、外国企業に対する中国政府の政策などについても分析されています。この報告書は、USCCのためにランド研究所が作成したものです。

ＢＰの原油流出事故に関する最終報告書 (1/14/11)

2010年４月に発生したＢＰの原油流出事故を調査していた大統領委員会は、１月11日に最終報告書を公表しました。事故原因については、ＢＰや作業に携わった企業の過失が重なった結果と指摘する一方で、米政府の危機管理体制にも問題があったと指摘しました。今後は安全に対する政府の規制強化と、石油・ガス業界の自己管理強化が不可欠であると提言しています。

地方の振興と景気対策法 (10/22/10)

女性経営者の中小企業への支援 (10/7/10)

10月４日に開催されたホワイトハウス女性起業家会議に合わせ、米商務省より、女性が経営するビジネスについての報告書が公表されました。1997年から2007年にかけて女性が経営する会社は44％増加し、男性の経営する会社に比べ２倍のスピードで成長しているとのことです。また会議では、女性経営者による中小企業が83の産業分野で、連邦政府の契約を受注しやすくなるような行政規則ができたことが発表されました。

輸出管理制度の改善のための新指針 (9/3/10)

８月31日、商務省主催の輸出管理制度の見直しに関する会合で、オバマ大統領はビデオメッセージを通して、業務改善のための新たな指針を発表しました。現行の制度では、軍事転用される可能性のある民生品の輸出規制に関しては、２つの異なる輸出管理品リストを異なる省が管理し、ライセンスは複数のITシステムで発行されるなど、業務が滞りがちでした。今後は、ライセンスは１つのITシステムで発行し、これまで複数の省にまたがって行われていた煩雑な業務は、新たに設立される Export Enforcement Coordination Center が一元化を進めていく予定です。

再生可能エネルギーの消費と発電 (8/30/10)

エネルギー省エネルギー情報局より、米国の2008年の再生可能エネルギーの消費と発電についての報告書が発表されました。それによると2007年から2008年にかけて、バイオマス、地熱、水力、太陽光、風力などの再生可能エネルギーの消費は10%増え、米国のエネルギー消費全体の７%を占めているとのことです。また再生エネルギーによる発電も８%増加しており、なかでも風力発電の伸び率が大きいとのことです。2008年版と2009年の暫定版は以下をご覧ください。

自動車の燃費効率の基準に関する覚書 (5/25/10)

オバマ大統領は５月21日、自動車の燃費効率の基準に関する覚書に署名しました。これにより、環境保護庁(EPA) と運輸省は共同で、温室効果ガス排出抑制と車の燃費効率に関する基準を策定する予定です。今回、中型と大型トラックが初めて対象となり、2014年モデルからこの基準が適用となります。また、乗用車と小型トラックについては、2010年４月１日に発表された2012－2016年対象の燃費基準を基に、2017－2025年モデルを対象にしたプログラムを設立するよう指示しています。

米財務省は４月22日、米国、カナダ、スペイン、韓国と、ビル＆メリンダ・ゲイツ財団で、世界の飢餓と貧困を解消するための基金「Global Agriculture and Food Security Program」を創設することを発表しました。基金の規模は、米国政府の４億７千500万ドルを含む総額８億８千万ドルで、政府はよりよい灌漑設備の設置など農業分野のインフラ改善、財団は小規模農家などを支援します。

中小企業輸出動向報告書 (1/22/10)

クリーンエネルギー投資優遇税制策 (1/11/10)
