In 1976, Sec. 302 of the Magnuson-Stevens Fishery Conservation and Management Act created eight Regional Fishery Management Councils listed below. Each Council is responsible for the area adjacent to its constituent states, called the Exclusive Economic Zone (EEZ). Councils develop fishery management plans and management measures for the fisheries within their EEZ. NOAA Fisheries Service approves and implements these plans and measures.

Council Appointments

In accordance with Sec. 302 of the Magnuson-Stevens Fishery Conservation and Management Act, the Secretary of Commerce (Secretary) is required to appoint the voting obligatory and at-large members to the Regional Fishery Management Councils.

On behalf of the Secretary, the NMFS Assistant Administrator for Fisheries (A/AF) solicits gubernatorial nominations and facillitates the annual appointments process, which is initiated in mid-January.

The A/AF requires gubernatorial nominations to be submitted by Mar 15th. The Secretary announces the appointee selections in late June, and new Council members take their seats on August 11th of each year. The appointed terms expire annually on August 10th for approximately one-third of the 72 obligatory and at-large members.

The ideal Council appointee candidate is knowledgeable in fishery conservation management and the commercial or recreational harvest of fishery resources through occupational experience, scientific expertise, or related training.

The National Marine Fisheries Service (NMFS), has developed a training course for newly appointed Regional Fishery Management Council members, as required by the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act (MSRA) of 2006.

This training course covers a variety of topics, and is held once a year after appointments are confirmed.

The Magnuson-Stevens Fishery Conservation and Management Reauthorization Act (P.L. 109-479) contained a new paragraph, Section 302(l), which establishes the Council Coordination Committee, or CCC.

The CCC consists of the "Chairs, Vice Chairs, and Executive Directors of each of the eight Councils described in subsection a- 1- [of this Act], or other Council members or staff." This committee will discuss issues relevant to all Councils, including issues related to the implementation of the MSRA.

The CCC holds two meetings or conferences per year. NOAA Fisheries Service hosts one meeting in December or January, and the second meeting, hosted by one of the Councils, is held in May or June. NOAA Fisheries Service is committed to the timely implementation of all the new provisions of the MSRA. Regular face-to-face meetings or conferences between NOAA Fisheries Service and the leadership of the eight Regional Fishery Management Councils are critical to ensure Administrative and MSRA priorities are met.
